The Board of Con~nissioners for the County of Cabarrus met in regular session <br /> <br />at the Courthouse in Concord, North Carolina on Monday, February 4, 1974, at 9~00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> Commissioners~ Robert Ao McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Ham~ett <br /> <br /> The invocation was by Con~nissioner Hammett. <br /> <br /> The minutes of the January ?, 18 and 22, 1974 meetings ~ere read and approved. <br /> <br /> Action was delayed on a letter from the Cabarrus Memorial Hospital requesting <br />the two cents on the 1974 property tax valuation until budget time. <br /> <br /> James made motion to pay the National Guard Armory all the moneys eet up in the <br />current budget at this time rather than bi-annually. Motion seconded by Gallimore <br />and vote carried. <br /> <br /> Attorney Boger reported that Pitts Fire District would need to circulate a <br />petition to withdraw the boundary lines to a four mile limit to obtain a 9A <br />classification with the North Carolina Fire Insurance Rating Bureau. <br /> <br /> Hammett made motion that the "Resolution Relating to the Annexation of Territory <br />to the Park~ood Sanitary District" be adopted. Motion seconded by James and vote <br />carried. This resolution is recorded on page 251 and becomes a part of these minutes. <br /> <br /> Motion by Hammett, seconded by Gallimore, to appoint Kenneth Thompson and <br />re-appoint H. E. Hancock, Ray Goodnight, J. R. Wensil, and James C. Dorton to <br />three year terms on the Zoning Board oi Adjustments from the perimeter area of <br />Concord. Vote carried. <br /> <br /> McClary made motion authorizing the signing of the contract with Burlington <br />Management Services for computerizing the tax collections. Motion seconded by <br />Gallimore and vote carried. <br /> <br /> The Board discussed a letter concerning road petitions which sta~ed in part, <br />'all petitions for addition or abandonment should be forwarded to the Division <br />Engineer of the Division of Highways for investigation and report after which they <br />will be returned to the Board of County Commissioners for their review and action." <br /> <br /> Gallimore made motion to accept the proposed Rural Development Plan as <br />presented, to allow the Planning and Zoning Board to proceed with a county wide <br />plan for planningand zoning as recommended by the Planning and Zoning Board and <br />Mathey Davis, allowing us to develop our o~n plan with assistance without interference <br />from outside sources. Hammett seconded the motion and vote carried. <br /> <br /> Gallimore made motion authorizing Attorney Boger to prepare a letter requesting <br />state approval of the fire prevention code as recommended by the American Insurance <br />Association for Cabarrus County and be re-submitted to the Board of County <br />Commissioners for their action. Hammett seconded the motion and vote carried. <br /> <br /> <br />
