Flay Kiser, Civil Preparedness Coordinator, presented the Cabarrus County Plan <br /> <br />for Conservation of Energy. <br /> <br /> Sheriff Roberts requested the following equipment for law enforcement: one radio <br /> <br />each for the car in Harrisburg and the station wagon which makes trips to Raleigh, <br />two walkie talkies for the detectives, one module each for the Kannapolis Police <br />Department and the Sheriffs Department for the emergency ambulance service, and a <br />Locust and Harrisburg telephone. McClary made motion to amend the budget to include <br />the purchase of equipment and telephones as necessary. Gallimore seconded the motion <br />and vote carried. <br /> <br /> Sheriff Roberts requested that the Board contact the state representatives <br /> <br />and ask them to consider changing the bill G. S. 7A311, Unifonn Civil Process Fees, <br /> <br />so that the fee will not have to be returned if a summons cannot be issued. <br /> <br /> Sheriff Roberts requested that the County pay the cost of the Race Relations <br /> <br />Course that.is required of new deputies. The Board took the matter Under consideration. <br /> <br /> James made motion, seconded by McClary and carried, to sell the six old patrol <br /> <br />cars that had been replaced by new ones. <br /> <br /> Jay Robinson appeared and requested funds to ptkk up an option on approximately <br /> <br />thirty five and one half (35½) acres:~of land, to install a water line~ and for eight <br />relocatable buildings. NcClary made motion that ~90,500 from unbudgeted surplus <br />to be transferred to Cabarrus County School Fund and that the schools be allowed to <br />place an order for eight relocatable buildings to be appropriated out of capital <br />reserve funds in the next fiscal budget. <br /> <br /> The sewer and water problems of the Bethel community were discussed. The residents <br /> <br />of Bethel have met and dete~nined that they can not apply for federal funds. Therefore <br />they asked the county to apply for Clean Water Bond Act funds for them. If the county <br />does apply, they would also be responsible for the operation and maintenance of the <br />facility. Chairman Hawfield asked the Board to attend a meeting the next week to <br />answer questions and discuss the matter more fully. <br /> <br /> McClary made motion, seconded by Gallimore and carried, to temporarily change <br /> <br /> the milage rate to sixteen cents (16¢) for the first three hundred (300) miles and <br /> <br /> twelve cents (12C) for all miles over three hundredS(300) effective February l, 1974. <br /> <br /> Having no luther business, meeting adjourned. <br /> <br /> clerk 6o the B6ard <br /> <br /> <br />
