The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br />the Courthouse in Concord, North Carolina on Monday, April 1, 1974, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> The invocation was by the Reverend John K. Miller of Epworth United Methodist <br /> <br />Church. <br /> <br /> The minutes of the March 4, 1974, meeting were read and approved. <br /> <br /> Hammett made motion to approve the Joint Resolution of the Board of Commissioners <br /> <br />of Cabarrus County, the Board of Commissioners of Stanly County, and the Board of <br />Commissioners of Union County Establishing the Piedmont Area Mental Health Program. <br />Motion seconded by Gallimore and vote carried. <br /> <br /> Hammett made motion, seconded by Gallimore and carried, to appoint the <br /> <br />following people to the Mental Health Board: Robert L. Wall, David A. Lockhardt, M.D., <br /> <br />Harold D. Turner, Allen T. Small and John A. Hammett. <br /> <br /> Robert ~haver presented some programs that are available throught the Farmers <br /> <br />Home Association. <br /> <br /> The Board accepted a petition with fifty eight names requesting the Board <br /> <br />"to enact some ordinance or law to relieve the petitioners from the excessive noise of <br />a motorcycle racetrack recently built on Drakestone Road and presently operating <br />on Sundays." <br /> <br /> It was reported that a letter had been received from the Department of Human <br /> <br /> Resources stating that the Cabarrus County Board of Social Services could <br /> <br /> officially go to a five member board effective July 1, 1974. <br /> <br /> Meeting recessed by Chairman Hawfield for the purpose of swearing in the County <br /> <br /> Board of Equalization and Review. <br /> <br /> The Board of Equalization and Review for Cabarrus County met and were sworn in <br /> <br /> by the Clerk of Superior Court for the County of Cabarrus. Board members sworn in <br /> <br /> were: Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> Tax Supe~isor: Terry L. Rowland <br /> <br /> Upon completion of the swearing in ceremonies, Hammett made motion to adjourn <br /> <br /> until notified of subsequest meetings by the Tax Supervisor. Motion seconded by <br /> <br /> McClary and vote carried. <br /> <br /> <br />
