Establishment of Area Mental Health Pro~ram. <br /> There is hereby created and established an area mental health program <br /> (herein called the "Program") to provide mental health services in <br /> Cabarrus County, Stanly County, and Union County. <br /> Section B. Purposes. The purpose of this Joint resolution and of <br /> the Program is to develop area mental health services, including the <br /> combining and interrelationship of resources of the Department of Human <br /> Resources and of the community mental health programs to serve the <br /> populations of Cabarrus C'Ounty, Stanly County, and Union County. The <br /> Program shall include but not be limited to programs for general mental <br />-:-'.':' ~" health, 'mental disorder, mental retardation, alcoholism, drug dependence, <br />.~ · .... - $ ~d mental health education. <br />~.. Sectiau 4, .Are. a Men_tal He.alth ],Board.. An area mental health board <br /> is hereby created. The area mental health board shall consist of fifteen <br />'1'' '~ (15) members and shall meet at least six (6) times per year. Each board <br /> <br /> · of county commissioner's within the area shall appoint one commissioner <br />~ :' as a member of the area mental health board. The members so selected <br /> shall appoint the other members of the area mental health board. <br /> Prior to the selection of the other members of the area board, the ......... <br /> area mental health director shall propose a list of members and such list <br /> shall be considered prior to the final selection. Such members as finally <br /> selected shall include the following representation: <br /> <br /> (a) At least one commissioner from each county; <br /> <br /> (b) At least two persons duly licensed to practice medicine in <br /> <br /> North Carolina; <br /> <br /> (c) At least one representative from the professional fields of <br /> <br /> psychologY or social work or nursing or religion'; <br /> <br /> (d) At least three representatives from local citizen's <br /> organizations active in mental health, or in mental <br /> retardation, or in alcoholism, or in drug dependence; <br /> <br /> (e) At least one representative from' local hospitals or area <br /> <br /> planning organizations; <br /> <br /> <br />
