Pursuant to a request from Carolina Mall for permission to have a ~noiseless <br /> <br />fireworks display on July 3, 1974, Commissioner Gallimore made motion to approve <br />the request subject to approval by John Boger for consideration of the <br />qualifications of the operator. Motion seconded by Commissioner Mc Clary and <br />vote carried. <br /> <br /> Due to a court decision on the meaning of the word garbage, Attorney Boger <br /> <br />reported that he was not prepared to determine whether the County had the technical <br /> <br />right to regulate the collection of Skyline Corporation's waste by Trash Masters. <br /> <br /> Commissioner McClary made motion to approve and endorse the 201 Facilities <br /> <br />Plan for the Concord Cabarrus Regional Wastewater Treatment and Collection System, <br /> <br />1974. Commissioner James seconded the motion and vote carried unanimously. <br /> <br /> Commissioner James made motion that the County request the Concord City Board <br /> <br />of Light and Water Commissioners obtain the rights of way for outfall lines in the <br /> <br />name of Cabarrus County. <br /> <br /> Attorney Boger presented a noise ordinance which the Board discussed but <br /> <br />no action was taken. <br /> <br /> The Board received a letter from Community Relations Commission stating <br /> <br />that Norma Howard had resigned and asked the Board to name a replacement. <br /> <br /> Chairman Hawfield presented several letters requesting continuation of the <br /> <br />bookmobile, a letter commending deputies Padgett and Eggers, and several letters <br /> <br />requesting extended recreation programs. <br /> <br /> Chairman Hawfield,read a letter from Martha Marks, Mayor of Harrisburg, <br /> <br />thanking the Board for making possible the recreation program, for considering <br />her letter asking for a different method of sales tax distribution and asked for <br />some consideration for police protection for Harrisburg in the next budget. <br /> <br /> Commissioner Gallimore was appointed to serve on the Nutrition for the Elderly <br /> <br />Commission. <br /> <br /> The Board gave approval for the agricultural extension office to adopt the <br /> <br />state's plan for leave and sick pay. <br /> <br /> Chairman Hawfield proclaimed June 16, 1974, as Beef for Father's Day. <br /> <br /> The Board authorized William R. Wade, County Administrator, to purchase tires <br /> <br />as needed for the county vehicles. <br /> <br /> To obtain Hill-Burton Funds for the construction of a new health center it <br /> <br />will be necessary to appropriate $360,000.00 of local funds. Commissioner James <br />made motion authorizing Chairman Hawfield to write a letter to the State Board of <br />Health stating that we have $360,000.00 of local funds of which $120,000.00 wou~d be <br />a contribution from the Cannon Foundation and the remaining $240,000.00 would be <br />supplied by the County. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> <br />
