The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse <br /> <br />in Concord, North Carolina on Monday, July 8, 1974, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> The invocation was by the Reverend L. Vernon Connell, Interim Pastor at Wil Mar Park Baptist <br />Church. <br /> <br /> The minutes of the meetings of June 3, 12, 15, 18 and 28 and Board of Equalization and Review <br /> <br />of June 3, 1974, were read and approved. <br /> <br /> The Board explained to Archie Barnhardt that the Department of Transportation and Highway <br /> <br />Safety controlled the maintenance of the streets and they could not do anything to clean out the <br /> <br />ditch in front of his house. <br /> <br /> George Griffin, Architect, presented the proposed specifications for bids for the new Courthouse <br />furniture, drapes and carpeting. Commissioner James made motion authorizing the advertisement of <br />bids for furniture, drapes and carpeting to be opened August 5, 1974, at 11:00 a.m. Commissioner <br />Hammett seconded the motion and vote carried. <br /> <br /> -~ Commissioner Gallimore made motion that William R. Wade, County Administrator, contact Walter <br />Burr to offer him the job of fire marshall and to authorize Attorney Boger to draw up the State <br />Fire Code for Cabarrus County. Commissioner McClary seconded the motion and vote carried. <br /> <br /> The following resolution was introduced and moved for adoption by Commissioner McClary, seconded <br />by Commissioner Gallimore and carried: <br /> <br /> RESOLUTION FOR LONGEVITY INCENTIVE PAY <br /> PLAN FOR LAW ENFORCEMENT OFFICERS <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County desire to recognize the <br /> hazards of police work, the irregular work schedules and requirements of work on <br /> holidays by law enforcement officers; and <br /> <br /> WHEREAS, the Commissioners want to encourage the law enforcement officers of <br /> Cabarrus County to continue their training so as to improve the quality of law <br /> enforcement in Cabarrus County; and <br /> <br /> WHEREAS, the Commissioners desire to encourage the law enforcement officers to <br /> continue their service in this capacity. <br /> <br /> NOW, THEREFORE, the Board of Commissioners hereby adopt a longevity incentive <br /> pay plan for all personnel of the Cabarrus County Sheriff's Department who are <br /> actively engaged in law enforcement. Said plan to be as follows: <br /> <br /> (1) Years of service shall be computed as of June 30 of each year and <br /> the service recognized shall be continuous service, except as may <br /> be revised by the Board of County Commissioners. <br /> <br /> (2) Longevity pay shall commence at the end of four years and shall be <br /> computed on the officer's base pay according to the following <br /> schedule: <br /> <br /> Years of Service Percentage Increase <br /> <br /> 4 2 % <br /> 6 3% <br /> 8 4% <br /> 10 5 % <br /> 12 6 % <br /> 14 7% <br /> 16 8 % <br /> <br /> <br />
