293 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in special session at the Courthouse <br /> <br />in Concord, North Carolina on Thursday, July 18, 1974, at 11:00 a.m. <br /> <br /> Present- Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> John A. Hammett <br /> <br /> Absent - Commissioner: C. Frank James <br /> <br /> Robert Wall, Administrator for Cabarrus Memorial Hospital, stated that two men contacted him <br /> <br />to inform him of the services that they would possibly be needing to handle approximately 150,000 <br />to 250,000 persons who would be attending the rock concert on August 10, 1974, at the Charlotte <br />Motor Speedway. The men estimated that ten percent of the total attending the rock concert would <br />need medical attention and they could handle ninety persent of the treatment at the Charlotte Motor <br />Speedway medical facility. The men called later and revised their estimates to only about <br />100,000 people. <br /> <br /> Everette Helms, President of the Cabarrus Rescue Squad, stated that they had been contacted <br /> <br />and asked to have three units at the event to transport any emergencies that might occur. Three <br />routes are to be provided to leave the Charlotte Motor Speedway in case on¢of these routes is <br />blocked. <br /> <br /> Albert Klimas, Health Department Director, stated the Charlotte Motor Speedway did not have <br /> <br />the facilities to handle a crowd as large as estimated. He, also, wondered what the people coming <br />early and camping would do for water and sanitary facilities. <br /> <br /> Martha Marks, Mayor of Harrisburg, presented the following resolution: <br /> <br /> WHEREAS, the citizens of Harrisburg and the surrounding area have <br /> <br /> made numerous contacts with the members of the Town Council and the Mayor, <br /> voicing their objection to the scheduled "Rock Concert" at the Charlotte <br /> Motor Speedway on August 10, 1974; and, <br /> <br /> WHEREAS, due to the location of the Charlotte Motor Speedway, the <br /> <br /> citizens of Harrisburg feel that this event would have a direct effect <br /> upon the lives, property, and general welfare of the Town of Harrisburg <br /> and surrounding area, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of <br /> <br /> Harrisburg, assembled this 17th day of July, 1974, that it does hereby <br /> express sincere appreciation to the Cabarrus County Board of Commissioners <br /> for taking any and all steps possible to prevent the scheduled Rock Concert <br /> from being held at the Charlotte Motor Speedway. <br /> <br /> Town of Harrisburg, N. C. <br /> <br /> /s/ Martha H. Marks <br /> Martha H. Marks, Mayor <br /> <br /> J. B. Roberts, Jr., Sheriff and Cuyler Windham, SBI, stated they would patrol the area <br /> <br />outside the gates as best they could. <br /> <br /> John Hammett presented a petition that was given to him asking the Board to try to prevent <br /> <br />the concert. It contained 294 names of people residing in the Speedway community. <br /> <br /> Herbert House and Ron McCray spoke in favor of having the concert, stating that most of the <br />people attending just wanted to listen to the music and not make trouble. <br /> <br /> <br />
