35O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> <br /> Courthouse in Concord, North Carolina, on Monday, September 9, 1974, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> George Barrier, representing the Planning and Zoning Board along with Mathey Davis, <br /> <br /> requested that a planner be hired and given time to study the zoning ordinance before the <br /> Board of Commissioners took any action. The Board agreed to do so, and asked Mathey Davis <br /> for his help in securing a planner. <br /> <br /> Chairman Hawfield thanked the candidates for the North Carolina General Assembly for <br /> <br /> attending and asked for reports on the "August Jam" from various agencies. Robert Wall, <br /> Administrator of Cabarrus Memorial Hospital, Albert Klimas, Health Department Director, <br /> and J. B. Roberts, Sheriff gave written statements that are recorded on pages 305 through <br /> <br /> 309 and becomes a part of these minutes. Albert Klimas also showed slides pertaining to <br /> <br /> the sanitary conditions, the number of those in attendance, camping in the parking lot and <br /> the rubbish left after the event. W. A. Nichols, State Highway Patrol, reported they were <br /> on the scene from Friday until Sunday. The cars were parking any where they could find a <br /> place and had traffic blocked for several miles on Saturday trying to get into the Speedway. <br /> He further stated he felt very lucky not to have had any casualties. <br /> <br /> The candidates were then asked if they would like to make a comment. Art Thomas <br /> <br /> stated that he felt the definition of mass gathering would be looked at in the next <br /> session and hopefully could be changed to help in matters similar to this. Jim McDuffie <br /> stated that possibly an amusement or seat tax would help. Aaron Plyler stated that Union <br /> County had just adopted an ordinance pertaining to crowds over 200 persons that was supposed <br /> to last over 6 hours. Frances Tomlin, Dwight Quinn and Jim Crocket felt the county had <br /> done all they possibly could and that it should be handled at the state level. <br /> <br /> Upon motion by Commissioner Gallimore, seconded by Commissioner James the following <br /> <br /> resolution was unanimously adopted: <br /> <br /> BE IT RESOLVED, that the Board of Commissioners of Cabarrus approve the 1974 Department <br /> <br /> of Transportation Regular Secondary Road Allocation for Cabarrus County as presented at the <br /> September 1974 meeting by Mr. Keith Almond, Secondary Roads Councilor, and Mr. T. L. <br /> Patterson, District Engineer. <br /> <br /> Ha~ett made motion, seconded by McClary and unanimously carried, to adopt the resolu- <br /> <br /> tion of dedication of property for the use of Cabarrus County Health Department <br /> <br /> RESOLUTION OF DEDICATION OF <br /> <br /> PROPERTY FOR THE USE OF <br /> <br /> CABARRUS COUNTY BOARD OF HEALTH <br /> <br /> WHEREAS, The Board of Health of Cabarrus County is an agency of and an extension of <br /> <br /> Cabarrus County, North Carolina; and <br /> <br /> <br />
