Statement of Sheriff J. B. R:,berts (Continued)

Traffic was poorly organized. After traffic started to coming in, the Jaycees fro~ Charlotte
stopped cars and would colle<~t a couple of dollars to bring their car in, and after the~z got in the
main gate, there was no one ~o get cars parked and to move them on. Within a few hours, all roads
leading from the main gate ~.zere blocked in all directions, and as a result, Highway #29 Lanes began
to back up and people would ~,ark their cars on the shoulders and in the median in both north and
south bound lanes.. The high~ay was covered for five to six miles solid with cars and people walking.
The State Highway Patrol wou~.d call wreckers and three or four hundred cars had to be towed off 29.
We locked up approximately 85, most of them being charged with drug or alcohol offenses. Some were
charged with carrying concealed weapons. These people were arrested before or after the concert.
There were all sorts of violz~tion~, but we felt it would not be in the best interests of law
enforcement officers, and considering the circumstances, to not arrest them so we stood by and watched
and tried to keep the peace.

With a crowd of that si:~e, we had few fights. Generally, everyone was happy and calm - I guess
it was considering the fact that so many people were on drugs."

CABARRUS COUNTY

AMENDED

1973 - 74 Budget Ordinance

Be tt ordained by the Board of Commissioners of Cabarru8 County, North
Carolina, in regular ses~lon assembled:

Section i: The following amended appropriations are hereby

appropriated for the operation of Cabarrus County
government and its activities for the fiscal year
beginning July 1, 1973 and ending ,June 30, 1974,
according to the attached schedules.
