The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina on Monday, October 7, 1974, at 9:00 a.m. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary Charles Gallimore C. Frank James John A. Hammett The Reverend W. L. Jenkins of Wil-Mar Park Baptist Church had the invocation. Motion by Commissioner McClary, seconded by Commissioner Gallimore and carried, to dispense with the reading of the minutes. William R. Wade, County Administrator, made a progress report on the purchase of a bookmobile for the library. Three companies who make bookmobiles had been contacted and asked for specifications and approximate prices. William R. Wade was instructed to contact the library for instructions since the approximate price was $28,000.00 and only $19,000.00 was appropriated in the budget. Chairman Hawfield reported that the survey for the sewer lines was in progress and very nearly completed. James Whaley with the Title V%I Nutrition for the Elderly Program asked for permission to advertise for bids for the food contract for the coming year. The proposed budget is to be submitted by November 1, 1974, and the food contract is to be included. Commissioner Hammett made motion to advertise and accept bids for the food contract at a special meeting on October 17, 1974, at 4:00 p.m. and attend to any such other business as may come before the Board. Motion seconded by Commissioner James and vote carried. George Monaghan, Director of Centralina Council of Governments, apologized for not contacting the County before hiring Gary Wilson. He stated that Wilson had contacted them unsolicited and asked that present employer not be contacted. He futher discussed the Emergency Medical Services Council, the tax appraisal system recently purchased, a study for an airport system in North Carolina, and the possible voting and dues change in COG. D. Manuel Kiser read the following letter that he had written to the Commissioners. "We, the committe representing the concerned citizens of Cabarrus County opposing the county zoning and the problems arising therefrom, would like to submit to your and the board of our County Commissioners the following requests: 1. That the planning director be from Cabarrus County. 2. That each person be informed as to how their property will be zoned. 3. That a sufficient supply of copies be made of the proposed zoning regulations to be distributed to the residents of Cabarrus County. Your consideration of these requests will be greatly appreciated. Manuel Kiser, Chairman" The Board replied that they felt they should not be limited to Cabarrus County in the search for a Planning Director especially if a qualified person could be found who had experience They continued that it would be impractical to provide · each with a copy due to the cost but that anyone was welcome to come look at a copy. T~ey futher stated that the Planning and Zoning Board had not as yet presented the zoning plan and it would be premature to make a decision as to whether they were for or against it.
