The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br />the Courthouse in Concord, North Carolina on Monday, October 7, 1974, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> The Reverend W. L. Jenkins of Wil-Mar Park Baptist Church had the invocation. <br /> <br /> Motion by Commissioner McClary, seconded by Commissioner Gallimore and carried, <br /> <br />to dispense with the reading of the minutes. <br /> <br /> William R. Wade, County Administrator, made a progress report on the purchase <br /> <br />of a bookmobile for the library. Three companies who make bookmobiles had been <br />contacted and asked for specifications and approximate prices. William R. Wade <br />was instructed to contact the library for instructions since the approximate <br />price was $28,000.00 and only $19,000.00 was appropriated in the budget. <br /> <br /> Chairman Hawfield reported that the survey for the sewer lines was in progress <br /> <br />and very nearly completed. <br /> <br /> James Whaley with the Title V%I Nutrition for the Elderly Program asked for <br /> <br />permission to advertise for bids for the food contract for the coming year. The <br />proposed budget is to be submitted by November 1, 1974, and the food contract is to <br />be included. Commissioner Hammett made motion to advertise and accept bids for the <br />food contract at a special meeting on October 17, 1974, at 4:00 p.m. and attend to <br />any such other business as may come before the Board. Motion seconded by <br />Commissioner James and vote carried. <br /> <br /> George Monaghan, Director of Centralina Council of Governments, apologized <br /> <br />for not contacting the County before hiring Gary Wilson. He stated that Wilson <br />had contacted them unsolicited and asked that present employer not be contacted. <br />He futher discussed the Emergency Medical Services Council, the tax appraisal <br />system recently purchased, a study for an airport system in North Carolina, and <br />the possible voting and dues change in COG. <br /> <br /> D. Manuel Kiser read the following letter that he had written to the Commissioners. <br /> <br /> "We, the committe representing the concerned citizens of Cabarrus County <br /> opposing the county zoning and the problems arising therefrom, would like to submit <br /> to your and the board of our County Commissioners the following requests: 1. That the planning director be from Cabarrus County. <br /> 2. That each person be informed as to how their property will be zoned. <br /> 3. That a sufficient supply of copies be made of the proposed zoning <br /> regulations to be distributed to the residents of Cabarrus County. <br /> Your consideration of these requests will be greatly appreciated. <br /> <br /> Sincerely yours, <br /> D. Manuel Kiser, Chairman" <br /> <br /> The Board replied that they felt they should not be limited to Cabarrus County <br /> <br /> in the search for a Planning Director especially if a qualified person could be <br /> <br /> found who had experience They continued that it would be impractical to provide <br /> · <br /> <br /> each with a copy due to the cost but that anyone was welcome to come look at a <br /> copy. T~ey futher stated that the Planning and Zoning Board had not as yet <br /> presented the zoning plan and it would be premature to make a decision as to <br /> whether they were for or against it. <br /> <br /> <br />
