WHEREAS, Cabarrus County is to be the owner of the Interceptor Sewer lines; and <br /> <br /> WHEREAS, it is necessary to acquire certain rights of way for Inceptor Sewer lines <br /> <br /> by eminent domain in connection with said project; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that appropriate legal proceedings be instituted <br /> <br /> on behalf of Cabarrus County by the Cabarrus County Attorney to acquire such rights of way as <br /> may be necessary in connection with the Interceptor Sewer System of the Concord-Cabarrus <br /> Regional Wastewater Treatment and Collection System as shown by the Plans and Survey of <br /> Peirson and Whitman, Inc., Consulting Engineers. <br /> <br /> Upon motion o~ Commissioner McClary, seconded by Commissioner Hammett and carried, the <br /> following resolution unanimously passed: <br /> <br /> RESOLUTION <br /> <br /> BE IT RESOLVED that the Cabarrus County Representatives to the North Carolina <br /> General Assembly be requested to introduce a local bill permitting Cabarrus County to use <br /> the same eminent domain procedures as are available to the North Carolina Department of <br /> Transportation in acquiring rights of way for utility, sewer and water lines. <br /> <br /> Commissioner Milloway made motion to adopt the land use tax schedule as presented by Terry <br />Rowland, Tax Supervisor. Commissioner McClary seconded the motion and vote carried. <br /> <br /> The Board approved the increase in salary for tax listers and tax supervisor's part time help <br />to $2.25 per hour. <br /> <br /> The Board of Health recommended that property rights-of-way for the sewer extension to the New <br />Health Center be purchased at the rate of 50¢ per linear foot for a 30 foot wide right-of-way. <br />Property owners could connect to the lines by paying a tap fee equivalent to that established by <br />the Concord Board of Light and Water~mmissioners. The present fees are: $90.00 for a 4 inch <br />tap, and line footage charge, which should be 1/4 of the cost of an 8 inch sewer line, based upon <br />an actual line footage basis. Commissioner Hinson made a motion to adopt the policy as proposed. <br />Motion seconded by Commissioner McClary and vote unanimously carried. <br /> <br /> The Board discussed the possibility of the County Planner attending a Capital Budgeting <br />Workshop, but decided that they would rather he become more familiar with the subdivision, housing, <br />and zoning ordinance before getting involved in other areas of planning. <br /> <br /> Commissioner Hinson made motion to endorse Marcelle Williams for the Manpower Study Group as <br />recommended in a letter from Jack G. Cranford, Commander of Fred Y. McConnell American Legion Post <br />51. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> Commissioner McClary made motion to authorize the purchase of three (3) patrol cars through <br />the state contract. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> Upon motion of Commissioner McClary, seconded by Commissioner Milloway and carried, William <br />R. Wade, County Administrator, is authorized to enter into a contract with Dover Elevator Company <br />for elevator service at the Law Enforcement Building. <br /> <br /> William R. Wade was instructed to write a letter to the Maintenance Supervisor applicants, <br />letting them know that due to the economic conditions that position would not be filled for <br /> <br /> several months. <br /> <br /> <br />
