The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br />the Courthouse in Concord, North Carolina on Monday, February 3, 1975, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> The invocation was by the Reverend William H. Dingus of Westford United Methodist <br /> <br />Church. <br /> <br />The minutes of the meetings of January 6 and January 14, 1975, were read and approved. <br />Chairman Hawfield reported that Mrs. Long had hired three (3) eligibility specialists <br />and that Representative Art Thomas had introduced a bill to permit Cabarrus County to use <br />eminent domain procedures. Jeff Barbee, Kit Carawan and David Perry were chosen as <br />representatives to the Youth Legislative Council. <br /> <br /> Ken Cruse presented a petition which he stated contained 401 signatures of the 646 <br /> <br />resident free holders in the Jackson Park Sanitary District asking to dissolve the sanitary <br />district. The Board accepted the petition and stated they would follow the procedures set <br />forth in G. S. 130-151. <br /> <br /> Pursuant to a request from Reverend Koeheneke and Charles Bost, Commissioner Milloway <br /> <br />made a motion to amend the budget of the Community Relations Commission to provide funds <br />for the Housing and Community Development Act and to transfer $1,000.00 from unappropriated <br />surplus. Motion seconded by Commissioner Hinson and vote carried. <br /> <br /> Commissioner Hammett made motion authorizing Charles Grier to prepare and advertise <br /> <br />for bids for the construction of the Mental Health Facility after he receives final <br />approval from the authorities in Atlanta. Motion seconded by Commissioner Hinson and vote <br />carried. <br /> <br /> Motion by Commissioner Hammett to approve the estimated prices of landscaping and <br /> <br />utility connections for Mental Health as presented by Charles Grier. Motion seconded by <br /> <br />Commissioner McClary and vote carried. <br /> <br /> At 10:00 a.m. Chairman Hawfield announced that this was the time and place for a <br /> <br />public hearing on the closing of SRll02 a dirt road on the Reed Gold Mine property. No <br />opposition to the closing was heard and a letter from Grace J. Rohrer with the Department <br />of Cultural Resources was read in favor of closing. Commissioner McClary made motion to <br />approve the closing of SRll02 and to request the Department of Transportation to close the <br />road. Motion seconded by Commissioner Hinson and vote unanimously carried. <br /> <br /> Architect Charles Grier along with Albert Klimas, Health Director, presented the <br /> <br />plans for the new health center and stated these plans had been submitted to Raleigh for <br /> <br />approval. <br /> <br /> Commissioner McClary made motion authorizing the advertisement of bids for grading <br /> <br /> <br />
