The Board of Commissioners for the County of Cabarrus met in regular session at <br /> the Courthouse in Concord, North Carolina on Monday, March 3, 1975 at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> The minutes of the February 3, 1975 meeting were read and corrected to read <br /> <br /> John Collura instead of John McClure. <br /> <br /> Commissioner Milloway reported that there were eight (8) eligibility specialists <br /> certifing food stamp recipients and that the situation had greatly improved with the <br /> added space and personnel. <br /> <br /> There is to be a public hearing on the dissolution of the Jackson Park Sanitary <br /> District at the Rocky River Church Hut on April 1, 1975 at 7:30 p.m. <br /> <br /> The amended legislation allowing Cabarrus County to use eminent domain procedures <br /> has been ratified. <br /> <br /> David C. Robinson, Director of Mass Transit, reported that a letter had been <br /> written to Douglas R. Campion, Regional Representative, Urban Mass Transportation <br /> Administration in Atlanta stating that Cabarrus County intends to file application for <br /> a technical study grant. He suggested a Request-for- Proposal Letter to be mailed to <br /> qualified consultants who could perform such a study, and also a list of consultants. <br /> He futher stated that the Board should appoint an advisory committee to work with his <br /> department. Commissioner McClary made motion authorizing the North Carolina Department <br /> of Transportation to act as an agent for Cabarrus County to contact qualified consultants <br /> to make a mass transit study. Motion seconded by Commissioner Milloway and vote <br /> unanimously carried. <br /> <br /> John Boger reported on a memorandum that had been sent to the Cabarrus County <br /> Nutrition Program for the Elderly concering compliance with Standards f~r Merit System <br /> of Personnel Administration. It was decided that it was not feasible to merge the <br /> Nutrition Program into the Department of Social Services; nor was it practical to go <br /> under the merit system. The alternative that seemed most realistic would be to <br /> incorporate as a non-profit organization. Upon motion of Commissioner Hammett, seconded <br /> by Commissioner Hinson and unanimously carried, the incorporation of the Nutrition <br /> Program for the Elderly as Cabarrus Senior Services, Inc. is approved. <br /> <br /> Steve Smith, Rev. Gene Boelte, Mrs. Ross Morrison, Jr., Mrs. Gene Morrison and <br /> <br /> W. W. Carriker came before the Board representing the Cabarrus Countians for Crime <br /> Prevention. Steve Smith and Rev. Gene Boelte asked the Board to consider hiring fifty <br /> new deputies to help patrol the county. They stated they considered the increased crime <br /> rate the number one problem in Cabarrus County. Chairman Hawfield replied that the cost <br /> of adding fifty deputies made this impossible in the middle of a fiscal year with all <br /> <br />* corrected to read Rocky Ridge Church Hut <br /> <br /> <br />
