The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Monday, April 7, 1975 <br />at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> The invocation was by the Reverend Chester Byerly of the Boger and <br /> <br />St James United Church of Christ. <br /> <br /> The minutes of the March 3, 1975 meeting were read and corrected to read <br />Rocky Ridge Church instead of Rocky River Church. The minutes of the March <br />18 and 28, 1975 meetings were read and approved. <br /> <br /> Kit Carawan, David Perry and Jeff Barbee reported on the Youth <br />Legislative assembly that they had attended in February. They felt they <br />had benefited from this meeting and would like to set up a youth council <br />in Cabarrus County. <br /> <br /> Reverend Coy Privette presented a petition requesting the Board to <br />adopt an ordinance pertaining to massage parlors. Commissioner Hinson <br />made motion to take the request under consideration and to turn it over to <br />the attorney for study. Motion seconded by Commissioner McClary and vote <br />carried. <br /> <br /> David Robinson, Department of Transportation, reported that the <br />Advisory Board had met and discussed definition of terms and received copies <br />of all correspondence concer~i~g the mass transit study. The Advisory Board <br />is to meet again and recommend a consultant at the May Commissioner's <br />meeting. <br /> <br /> Reverend Koehneke and Charles Bost presented a copy of the proposed <br />application for Community Development Funds from the Department of Housing <br />and Urban Development. The Board will study the application and make a <br />decision at a special meeting on April 11, 1975. <br /> <br /> Doug Russell representing Carolina Waste Systems, Inc. asked for a <br />franchise to collect and transport garbage and charge for this service. <br />Currently he is serving three accounts and not charging since his request for <br />a franchise was denied about a year ago. Albert Klimas, Health Department <br />Director, was asked to make a recommendation. Klimas stated that apparently <br />the other refuse haulers had not purchased the equipment to handle these <br />accounts. After a lengthy discussion Commissioner McClary made motion to <br />grant Carolina Waste Systems, Inc. a franchise to collect and transport <br /> <br /> <br />
