Motion seconded <br />by Commissioner Hammett and vote carried unanimously. It was recommended that the <br />Board of Health set up the procedures which should be followed in obtaining a <br />franchise and how often it should be renewed. <br /> <br /> Colonel H. S. Williams, Jr., Chairman of the County Board of Elections, asked <br /> <br />the Board to consider purchasing, renting or leasing some voting machines. A meeting <br /> <br />was set up for April 24, 1975, to examine these machines. <br /> <br /> Commissioner Hinson made motion to delay action on the dissolution of the <br /> <br />Jackson Park Sanitary District until April 24, 1975 due to the fact that he had been <br />contacted and the resident free holders are circulating a petition to not dissolve the <br />sanitary district. Motion seconded by Commissioner Milloway and vote carried. <br /> <br /> Commissioner Milloway made motion to approve James Whaley's request for a <br /> <br />salary increase as approved by the state in the Nutrition for the Elderly budget. <br /> <br />Motion seconded by Commissioner Hinson and vote carried. <br /> <br /> Upon motion of Commissioner McClary, seconded by Commissioner Hinson and carried, <br /> <br />Chairman Hawfield was authorized to sign the contract with Daniel and Daniel, CPA's, <br /> <br />for the 1974-1975 audit and to forward the contract to the Local Government Commission. <br /> <br /> Chairman Hawfield stated that this meeting was being held to bring the citizens <br /> <br />up to date on the appraisal or revaluation of property in Cabarrus County. <br /> <br />Doug Holbrook, Director of the Ad Valorem Tax Division, State Department of Revenue, <br />had been asked to review the revaluation procedures. Holbrook briefly described his <br />duties as to serve as secretary for the State Property Tax Commission and to assist <br />the counties with their tax problems. The law states that everf~ohnty must revalue <br />all property every eight years, with the standard method of appraisal being the fair <br />market value. No county except Mecklenburg has the trained personnel to do this <br />revaluation without hiring a firm outside their county. Holbrook has briefly reviewed <br />the schedule of sales used in Cabarrus County's revaluation and stated that both the <br />residential and land transactions were conservative. The legislature has a bill known <br />as the Schwartz Bill that would allow counties with 95,000 population or less to post- <br />pone their revaluation for one year, but did not feel it would pass. The Board of County <br />Commissioners can appoint another board to serve as the Board of Equalization and Review. <br />Holbrook stated that he felt the Land Use Schedule would be beneficial to farmers. <br /> <br /> William Hester, Vice-President of Associated Surveys, Inc., told the Board the <br /> <br />action that his company had taken and is taking in the revaluation of property. 2,000 <br />protests have been make to the tax supervisor's office since the revised property <br />values had been mailed. Approximately ten percent of these protests have been resolved <br />and the remainder would be looked at and possibly changed. Hester stated that there <br /> <br /> <br />
