The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br /> the Courthouse in Concord, North Carolina on Monday, May 5, 1975, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> The invocation was by the Reverend Harold Wright of Central United Methodist Church. <br /> <br /> The minutes of April 7, 11, 24, and 29, 1975 meetings were read and approved <br /> <br /> with t he correction for April 24 meeting to read that John Hammett arrived late. <br /> <br /> The franchised garbage haulers appeared before the Board and stated that they <br /> <br /> felt that the franchise for Carolina Waste Systems, Inc. had been given with incorrect <br /> facts. J & F Disposal Company stated that they had solicited the three accounts that <br /> Carolina Waste Systems were servicing and they had refused their services. J & F <br /> purchased equipment to service Belks Department Store and was not allowed to install it. <br /> Doug Russell, of Carolina Waste Systems, Inc., stated that they had been charging $330.00 <br /> for the three accounts and that each company had spent between $8,000.00 and $10,000.00 <br /> on roll-off equipment and that he felt obligated to serve them. After a lengthy discussion <br /> Commissioner Hammett made a motion to table the matter until the next meeting and to <br /> authorize Chairman Hawfield to form a committee to study the needs in the commerical <br /> <br />* area. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> Chairman Hawfield announced that only one bid had been received for a Central <br /> <br /> Records System for Law Enforcement. Acme Visible Records, Inc. submitted a bid of <br /> $8,056.10. Jane Miller, Criminal Justice Planning Agency representative, stated that <br /> it would be best to readvertise, for if only one bid is received then it would have <br /> to be approved by Law Enforcement Assistance Administration authorities in Atlanta. <br /> Commissioner McClary made motion to reject the bid and to readvertise for bids to be <br /> accepted June 2, 1975. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> Stanhope Lineberry, North Carolina Community College System, presented <br /> <br /> Sheriff J. B. Roberts, Jr. with a Certificate of Appreciation. <br /> <br /> Estus B. White, Clerk of Superior Court, swore in the Board of Equalization and <br /> <br /> Review. The Board decided to make appointments at ten minute intervals and to hear the <br /> residentialarguements first. Commissioner Hammett made a motion to recess until <br /> May 19 at 9:00 a.m. Commissioner Milloway seconded the motion and vote carried. <br /> <br /> Upon a request by the Cowbells, represented by Janice Harkey, Chairman Hawfield <br /> <br /> made a motion proclaiming June 15 as "Beef for Father's Day". Motion seconded by <br /> <br /> Commissioner Hinson and vote carried. <br /> <br /> Jack Alston, County Planner, acting on behalf of the Planning Board, presented the <br /> <br /> zoning ordinance. Mathey Davis, with the Department of Natural and Economic Resources, <br /> <br /> added a paragraph on the zoning of historical districts. It was also noted that the <br /> <br />* Corrected June 2, 1975 to read and the entire franchised garbage system. <br /> <br /> <br />
