The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina on Monday, May 5, 1975, at 9:00 a.m. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett Marcelle Milloway Roger G. Hinson The invocation was by the Reverend Harold Wright of Central United Methodist Church. The minutes of April 7, 11, 24, and 29, 1975 meetings were read and approved with t he correction for April 24 meeting to read that John Hammett arrived late. The franchised garbage haulers appeared before the Board and stated that they felt that the franchise for Carolina Waste Systems, Inc. had been given with incorrect facts. J & F Disposal Company stated that they had solicited the three accounts that Carolina Waste Systems were servicing and they had refused their services. J & F purchased equipment to service Belks Department Store and was not allowed to install it. Doug Russell, of Carolina Waste Systems, Inc., stated that they had been charging $330.00 for the three accounts and that each company had spent between $8,000.00 and $10,000.00 on roll-off equipment and that he felt obligated to serve them. After a lengthy discussion Commissioner Hammett made a motion to table the matter until the next meeting and to authorize Chairman Hawfield to form a committee to study the needs in the commerical * area. Motion seconded by Commissioner McClary and vote carried. Chairman Hawfield announced that only one bid had been received for a Central Records System for Law Enforcement. Acme Visible Records, Inc. submitted a bid of $8,056.10. Jane Miller, Criminal Justice Planning Agency representative, stated that it would be best to readvertise, for if only one bid is received then it would have to be approved by Law Enforcement Assistance Administration authorities in Atlanta. Commissioner McClary made motion to reject the bid and to readvertise for bids to be accepted June 2, 1975. Motion seconded by Commissioner Hammett and vote carried. Stanhope Lineberry, North Carolina Community College System, presented Sheriff J. B. Roberts, Jr. with a Certificate of Appreciation. Estus B. White, Clerk of Superior Court, swore in the Board of Equalization and Review. The Board decided to make appointments at ten minute intervals and to hear the residentialarguements first. Commissioner Hammett made a motion to recess until May 19 at 9:00 a.m. Commissioner Milloway seconded the motion and vote carried. Upon a request by the Cowbells, represented by Janice Harkey, Chairman Hawfield made a motion proclaiming June 15 as "Beef for Father's Day". Motion seconded by Commissioner Hinson and vote carried. Jack Alston, County Planner, acting on behalf of the Planning Board, presented the zoning ordinance. Mathey Davis, with the Department of Natural and Economic Resources, added a paragraph on the zoning of historical districts.
