commissioners would have to set a fee for a zoning permit. Frank Davis, Ned Plott and <br />Nadine Plott asked that the Board enact the zoning ordinance as soon as possible. The <br />Board accepted the ordinance and decided that as many commissioners as possible would <br />attend the Planning Board meeting on May 21 to discuss the ordinance. <br /> <br /> Ben King, North Carolina Division of Services for the Blind, asked that his <br /> <br />department be allowed to set up a blind person with canteen service instead of using <br />vending machines in the new courthouse. Commissioner McClary made motion to refer the <br />matter to the building committee and architect for action. Motion seconded by <br />Commissioner Hammett and vote carried. <br /> <br /> J. Ray Allen stated that he had been contacted by the State Extension Administrative <br /> <br />staff and told that his office should not be involved in conducting the farm census. <br />Upon the recommendation of J. Ray Allen, Commissioner Hinson made a motion to employ <br />Elise Litaker to perform the farm census if it is required for the 1975-76 fiscal year. <br />Motion seconded by Commissioner McClary and vote carried. <br /> <br /> J. Ray Allen asked that he and the. other farm agents' retirement be paid for the <br /> <br />years they spent in military service since they are not eligible for Social Security. <br />Commissioner Hammett made motion to refer the matter to the County Administrator for <br />his study until the next meeting. Motion seconded by Commissioner McClary and vote <br />carried. <br /> <br /> Commissioner McClary made motion to authorize the advertisement of bids for the <br /> <br />construction of an ambulance satellite building to be accepted June 2, 1975, at 11:00 a.m. <br /> <br />Motion seconded by Commissioner Hinson and voted carried. <br /> <br /> Joe Shue, Director of the Ambulance Service, and several ambulance employees replied <br /> <br />to a letter in the Tribune concerning a wreck that occured Easter Sunday. The letter <br />complained that three of the victims had lay on the ground with no covering for 45 minutes <br />and had received no treatment with six emergency vehicles standing by while a final <br />victim was freed from his car. The ambulance employees stated that they arrived on the <br />scene seven minutes after the call was received. They administered first aid to all <br />victims and those that were lying on the ground had already been covered by bystanders. <br />Only two ambulances were at the scene and they were aided by two rescue squad vehicles. <br />The victims were transported as soon as all required first aid had been administered. <br /> <br /> Commissioner McClary made motion that if it could be worked out with the Carolina <br /> <br />Mall that an ambulance be placed there to give a free blood pressure test to the citizens <br /> <br /> of Cabarrus County. Commissioner Hinson seconded the motion and vote carried. <br /> <br /> Attorney Boger reported on the ordinance relating to the control of maBsage parlors <br /> <br /> and stated that a judge had ruled the Fayetteville ordinance violates the civil rights <br /> act. Commissioner Hammett made motion to table the matter until an ordinance holds up <br /> in court so that it can be used as a guide. Motion seconded by Commissioner McClary and <br /> vote carried. <br /> <br /> <br />
