The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br />the Courthouse in Concord, North Carolina on Monday, June 2, 1975, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glemn Hawfield, Jr. <br /> <br /> Commissioner: John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> Absent - Commissioner: Robert A. McClary <br /> <br /> The invocation was by the Reverend Robert W. Bailey of the First Baptist Church in <br /> <br />Concord. <br /> <br /> The minutes of the May 5, 1975 meeting were read and corrected to read the committee <br /> <br />would study the entire franchised garbage system. The minutes of the May 15, 1975 meeting <br /> <br />were read and approved. <br /> <br /> Cabarrus County Detectives Robert M. Canaday and Jerry W. Troutman were recognized <br /> <br />for their scholastic achievements in that they recently graduated from the University of <br />North Carolina at Charlotte with a Bachelor of Science degree majoring in Law Enforcement <br />and Administration. Commissioner Hammett made a motion that Chairman Hawfield write a <br />letter of recognization and appreciation to each of these men. Motion seconded by <br />Commissioner Hinson and vote carried. <br /> <br /> Chairman Hawfield appointed the following people to a committee to study the franchise <br /> <br />garbage system: J. B. Jordan, George Kiser, Roger G. Hinson, Robert A. McClary, James Fisher <br />and Doug Russell with Albert Klimas to serve as ex officio secretary. Several of the <br />franchised garbage haulers who were present complained that Carolina Waste Systems, Inc. <br />were now servicing Eckerd's at the Carolina Mall. Commissioner Milloway made motion to <br />authorize Chairman Hawfield to write a letter to both Carolina Waste Systems, Inc. and <br />Frank Fleming stating that they are in violation of the franchise granted to them and that <br />no futher expansion be made pending further action of the Board. Motion seconded by <br />Commissioner Hinson and vote unanimously carried. <br /> <br /> Upon motion of Chairman Hawfield, seconded by Commissioner Hammett and carried, the <br /> <br />following road petitions for abandonments as requested by the N. C. Department of <br /> <br />Transpor a tion were approved: SR 1353, Lincoln Street, SR 1313, Johnny Hooper Road, <br /> <br />SR 1454, No Name, SR 2007, East 5th Street, SR200~ Fifth Street, SR 2027, Foster Street, <br />SR 1824, Boyd Street, SR 1357, Alberta Court, SR 1381, Fourth Street and Flora Street, and <br />SR 2428, Cline School Drive. <br /> <br /> At 10:00 a.m., the Board opened the oly bid that had been received for the Law <br /> <br />Enforcement Records Control Center, which was from Acme Visible Records, Inc. for a price <br />of $8,056.10. Commissioner Hinson made motion to accept this bid depending on the <br />revision of the grant by Law Enforcement Assistance Administration or by an appropriation <br />of funds in the next fiscal year. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> <br />
