Troy Cook representing the Farm Bureau asked that the Board set up an advisory <br /> <br />committee to aid the Board of Equalization and Review. The advisory committee would <br />be familiar with farming and farm land and ~uld make recommendations as to farm <br />land values. <br /> <br /> At 11:00 a.m. the Board opened the following bids for construction of an <br /> <br />ambulance satellite station: <br /> <br /> Bidder Base Bid <br /> Behr Construction Co. $44,954.00 <br /> Godley Construction Co., Inc. 44,767.00 <br /> Laxton Construction Co. 37,510.00 <br /> D. C. Linn, Inc. 44,000.00 <br /> Wm. R. Morris Construction Co., Inc. 41,147.00 <br /> Myrick Construction Co. 46,500.00 <br /> Queen City Constructors 42,675.00 <br /> Rodgers Builders, Inc. 44,245.00 <br /> <br />The bids were turned over to Grier-Fripp Associates, Inc. for their study and <br /> <br />recommendation. <br /> <br /> Upon motion of Commissioner Hinson, Harold Turner, Roy Wilson, John Hammett and <br /> <br />Robert Wall were appointed to serve on a construction committee for the new Mental <br /> <br />Health Complex. Motion seconded by Commissioner Milloway and vote carried. <br /> <br /> Pursuant to a request from J. Ray Allen, Commissioner Milloway made a motion <br /> <br />that J. Ray Allen's three years of service in Richmond County be added continuously <br />to his retirement service at no cost to Cabarrus County. Motion seconded by <br />Commissioner Hinson and vote unanimously carried. <br /> <br /> J. Ray Allen ~r~er asked if the County was going to pay retirement for military <br /> <br />service. The Board stated that they were taking the matter under advisement. <br /> <br /> After the contract for the soil survey was read, Attorney John Boger was asked <br /> <br />to add a provision to make it clear that the County's share is not to exceed $60,000.00. <br /> <br /> The Board briefly discussed the benefits of the soil survey and the benefits <br /> <br />derived from knowing the flood plain areas. <br /> <br /> Commissioner Hinson made a motion that the Board of Commissioners go into <br /> <br />executive session to discuss with the County Attorney the acquisition of sewer lines <br />running to the Health Department. Commissioner Milloway seconded the motion and <br />vote unanimously carried. <br /> <br /> The Board discussed the acquisition of rights of way for the sewer line running <br /> <br />to the Health Department. <br /> <br /> Upon motion of Commissioner Milloway, seconded by Commissioner Hammett and carried, <br /> <br />to adjourn executive session and re-convene into regular sesssin. <br /> <br /> Chairman Hawfield made a motion that each property owner along the sewer line running <br /> <br />to the Health Department be allowed one 4 inch tap, free of line footage charge, to dispose <br />of sewage from his property in exchange for the right of way to cross his property. This <br />would mean that the person would pay the tap fee as established by the Concord Board of <br /> <br /> <br />
