Walter Burr reported on the State Arson School that he had attended in Virginia. <br /> <br /> The Board decided that each commissioner would attend two Community Relations <br /> <br /> Commission meetings a year instead of appointing one commissioner as a liaison. <br /> <br /> Commissioner Hammett made motion to authorize William R. Wade, County Manager, to <br /> <br /> approve the funding of the Mount Pleasant deputy with the understanding that Mount Pleasant <br /> <br /> will fund the deputy next year. Commissioner Milloway seconded the motion and vote carried. <br /> <br /> Commissioner Hinson made motion to adopt the by-laws of Cabarrus Senior Services, Inc. <br /> <br /> Motion seconded by Commissioner McClary and vote unanimously carried. <br /> <br /> Commissioner Hammett made motion to appoint Marcelle Milloway as Secretary to the Board <br /> <br /> of Cabarrus Senior Services, Inc. Commissioner Hinson seconded the motion and vote carried. <br /> <br /> Commissioner McClary presented Roger Griffin, a Kannapolis Deputy, with his Basic and <br /> Intermediate Certificates in Criminal Justice. <br /> <br /> Hugh Price presented Ronald Stephens, the soil scientist who will conduct the soil <br /> <br /> survey for Cabarrus County. Ronald Stephens briefly outlined his work. Upon motion of <br /> <br /> Chairman Hawfield, seconded by Commissioner Hammett and carried to adopt the following resolution. <br /> <br /> WHEREAS, Cabarrus County has contracted with the Soil Conservation Service, <br /> <br /> United States Department of Agriculture, for a soil survey for all of Cabarrus <br /> County; and whereas, RONALD B. STEPHENS has been assigned to Cabarrus County to <br /> conduct said soil survey and has arrived in Cabarrus County and is in the process <br /> of beginning said survey which will take several years; and whereas, it is felt that <br /> said survey will be of great benefit to all of the property owners of Cabarrus <br /> County and will be of use in the future for planning and other purposes; and <br /> whereas, it is necessary that the citizens of the County cooperate with the <br /> persons conducting said survey; <br /> <br /> NOW, THEREFORE, IT IS HEREBY RESOLVED that RONALD B. STEPHENS is welcomed <br /> <br /> to Cabarrus County and the Board of Commissioners wish him well in said survey and <br /> the citizens of Cabarrus County are urged to cooperate in the conduct of said <br /> survey. <br /> <br /> Albert Klimas, Health Director, explained that the Family Planning Program contract had <br /> <br />been changed in that the Chairman of the Board needed to sign it. The funds in the 1975-76 <br />budget did not change. Commissioner McClary made motion to authroize Chairman Hawfield to <br />sign the Family Planning Contract. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> Albert Klimas further stated that the Health Department was going to receive $33,748 <br /> <br />in federal and state funds that were not included in the budget. Chairman Hawfield made a <br />motion that the Health Department budget be amended by $33,748 by increasing the appropriation <br />and the revenue. Motion seconded by Commissioner Hinson~and vote carried. <br /> <br /> Bobby Overcash, Employment Security Commission, and J. Phillip Hatchett, Hatchett & <br /> <br />Cunningham Associates, Inc., discussed their proposals for the 1976 CETA Title I Program. <br />Commissioner Milloway moved that the Employment Security Commission be appointed as the agency <br />to handle the CETA Title I funds. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> Commissioner Hinson made motion to approve the sale of five old patrol cars. Motion <br /> <br />seconded by Commissioner McClary and vote carried. <br /> <br /> A meeting with the Union County Commissioners on August 12, 1975 to discuss their <br /> <br /> <br />
