The Board discussed the possible transfer of funds to obtain funds for completion of <br /> <br />a Child Service System Survey that had been started this summer by college students. The <br />Board decided to ask for recommendations from the Department of Social Services and Health <br />Department before making a decision. <br /> <br /> The Board decided to hold a public hearing on the Proposed County Zoning Ordinance on <br />November 19, 1975 at 7:00 p.m.. <br /> <br /> The Board discussed the request made by Historic Cabarrus at the September meeting. <br />Commissioner Hammett made motion that Chairman Hawfield write a letter asking them for the <br />following: the cost of restoration, the cost of maintenance, a definite set of plans for <br />use and whether they would be willing to accept 6 months to raise the funds that could be <br />extended if they were close in the allowed time. <br /> <br /> After a lengthy discussion about the amount of additional money needed, the effect <br /> <br />on the parent student morale, busing and the possible inclusion of Kannapolis Schools with <br />the proposed Concord City and Cabarrus County School merger, Commissioner Hinson made motion <br />to reject this plan for merger. Motion seconded by Commissioner McClary and vote unanimously <br />carried. <br /> <br /> The Board discussed pay raises for county employees but felt that at the present time <br />this was not possible. <br /> <br /> Commissioner Hammett made motion to approve the contract with the N. C. Criminal <br />Justice Training & Standards Council for supplementing the salaries of certain law enforce- <br />ment personnel. Motion seconded by Commissioner McClary and vote carried unanimously. <br /> <br /> Upon motion of Commissioner Hammett, Wallace Halsey and Hubert D. Foster were appointed <br />trustees of the Poplar Tent Relief Fund~as recommended by the Poplar Tent Volunteer Fire <br />Department. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> Commissioner McClary made motion to approve the contract with Police Information Network <br />for the Kannapolis Police Department. Motion seconded by Chairman Hawfield and vote carried. <br /> <br /> Motion by Commissioner Hammett, seconded by Commissioner McClary and carried, to approve <br />the plaque for the new Courthouse as presented by Architect George Griffin. <br /> <br /> Commissioner McClary made motion, seconded by Commissioner Hammett and carried, to <br />accept the following road petitions: Addition to system - Amber Drive and Paving - <br />Plantation Road. <br /> <br /> Frank C~aven, N. C. Forestry Service told the Board that Joe Black resigned October 3, <br /> 1975 and that Bill Morgan had been appointed as acting forester. <br /> <br /> Having no further business, meeting adjourned. <br /> <br /> Cle~ ~o the ~oa~ - <br /> <br /> <br />
