William R. Wade, County Manager, reported on the move to the new Courthouse. Commissioner McClary made motion, seconded by Commissioner Hinson and carried, to adopt the following resolution: RESOLUTION OF APPRECIATION TO THE LAW ENFORCEMENT OFFICERS AND AGENCIES WHO PARTICIPATED IN THE SEARCH FOR AND CAPTURE OF DONALD LEE HARDING BE IT RESOLVED that the Commissioners of Cabarrus County on their behalf and behalf of all of the citizens of Cabarrus County, hereby express their appreciation to the law enforce- ment officers and personnel of the Sheriff's Department of Cabarrus County and the Kannapolis Police Department, the Concord Police Department and the Concord ABC Officers, the Iredell County Sheriff's Department, the State Bureau of Investigation, ~he State Highway Patrol, and the Department of Corrections who participated in the search for and capture of Donald Lee Harding, and the Commissioners express their appreciation to the Charlotte Police Depart- ment and the Manual Kiser for the generous use of their helicopters in said search and capture. The Commissioners commend all who participated in the search and capture for the professional manner in which they performed their duties during this time and for the long hours and extra work they gave. BE IT FURTHER RESOLVED that a copy of this Resolution be furnished each law enforcement agency and to Mr. Kiser. UNANIMOUSLY ADOPTED by the Board of Commissioners of Cabarrus County at its regular meeting on the 9th day of October, 1975. Commissioner Hammett made motion to approve the abandonment of SRl137, SR1620 & SRl192. Motion seconded by Commissioner Milloway and vote carried. A motion was made by Commissioner Hinson and seconded by Commissioner McClary for the adoption of the following resolution, and upon being put to a vote was duly adopted: THAT WHEREAS, the Cabarrus County Board of Commissioners (hereinafter referred to as VSponsor") has made a formal application to the Department of Transportation and Highway Safety (hereinafter referred to as "Department") for State financial aid for airport development and improvement; and WHEREAS, a grant in the maximum amount of $6,000.00 or in an amount equal to fifty percent (50%) of the non-federal share of the total cost of the project, whichever is less, has been approved; NOW THEREFORE, BE AND IT IS HEREBY RESOLVED that the Chairman of the Sponsor be and he hereby is authorized and empowered to enter into a contract with the Department as may be necessary to effectuate the aforesaid expressed purpose, thereby binding the Sponsor to the fulfillment of its obligation incurred under this resolution and to its agreement under the said contract with the Department. Chairman Hawfield was appointed representative to the Family Planning Program and asked the Health Board to recommend a consumer that would make a good representative. The Board briefly discussed the franchised garbage hauler with particular emphasis on Harrisburg.
