The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> <br />Courthouse in Concord, North Carolina on Thursday, December 4, 1975 at 9:00 a.m.. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> Attorney Boger conducted the election of the Chairman and vice-chairman for the coming <br /> <br />year. Chairman Hawfield was nominated for chairman and with no other nominations being made, <br />they were closed. Commissioner Hawfield was voted Chairman. Commissioner McClary was <br />nominated for vice-chairman and with no other nominations being made, they were closed. <br />Commissioner McClary was voted vice-chairman. <br /> <br /> The invocation was held by the Reverend Gene Bost of Cross of Christ Lutheran Church. <br /> <br /> The minutes of the November 6 and November 19 meetings were approved. <br /> <br /> Mr. Stokes White asked that the Board endorse and actively participate in County <br /> <br />Government day with the bloodmobile visit at Central United Methodist Church on January <br />12. Commissioner Milloway made motion that county employees participate in County <br />Government day on January 12. Motion seconded by Commissioner Hammett and vote unanimously <br />carried. <br /> <br /> Pursuant to a request from Walter Burr, Fire Marshal, Commissioner Hammett made a motion <br /> <br />to adopt the following resolution. Motion seconded by Commissioner Hinson and vote carried. <br /> <br /> RESOLUTION <br /> <br /> BE IT RESOLVED by the Board of Commissioners of Cabarrus County as follows: <br /> <br /> 1. That a committee concerning emergency communications in Cabarrus County be <br /> established and that the said committee be composed of the persons holding <br /> the following offices: <br /> <br /> Cabarrus County Manager <br /> Cabarrus County Fire Marshal <br /> Cabarrus County Ambulance Director <br /> Chief of the Cabarrus County Rescue Squad <br /> Chief Communicator, Cabarrus County Sheriff's Department <br /> <br /> that said committee hear complaints and make recommendations concerning <br /> emergency radio communication in Cabarrus County and work with the Fire <br /> Chiefs, the Rescue Squad Chief and the Director of Ambulance Service in <br /> making said communications more useful and effective. <br /> <br /> 2. That the following regulations concerning the use of two-way radios on either <br /> the fire frequency or the ambulance frequency should be observed: <br /> <br /> A. Ail vehicles equipped with two-way radios should be properly identified. <br /> <br /> B. Fire frequency should be used for emergency fire use only amd the ambulance <br /> frequency for emergency ambulance and rescue squad use only. <br /> <br /> C. The Fire Chiefs, Rescue Squad Chief and Ambulance Director should encourage <br /> and approve the use of two-way radios on a very restricted basis. <br /> <br /> D. Ail radio units installed in vehicles should be properly identified and a <br /> letter of authorization from the Fire Chief, Rescue Squad Chief, the Director <br /> of Ambulance Service, or the Director of Emergency Communications Organization <br /> should be in possession of the owner of the vehicle or in the vehicle itself. <br /> <br /> E. Ail persons using said radios should be made aware of and become familiar with <br /> Section 89.157 of the Federal Communications Code Rules and Regulations. <br /> Section 89.157 reads as follows: <br /> <br /> "Mobile installations in vehicles not under the continu-control of the <br /> licensee. <br /> A mobile radio station licenses in the services may not be installed or <br /> maintained in a vehicle, aircraft, or vessel, which is not at all times <br /> <br /> <br />
