In the event any person in any of the organizations using said radios feels <br /> that there is any misuse of any radios, a written signed complaint should be <br /> submitted to the Chairman of the Emergency Communications Committee. <br /> <br /> Commissioner McClary made motion that Northeast Volunteer Fire Department be given the <br /> <br />monthly allowance of $225.00 beginning January 1976. Motion seconded by Commissioner Hammett <br /> <br />and vote carried. <br /> <br /> Walter Burr discussed the possibility of installing a phone in the sheriff's office <br /> <br />that would allow the people in the Northeast Fire District to call their county seat with- <br /> <br />out making a long distance call. <br /> <br /> William Fisher, of J & F Disposal Company, representing the franchised garbage haulers <br /> <br />asked that they be allowed to increase their rate. Commissioner McClary made a motion to <br />table this request until the study committee gives its report. Commissioner Milloway <br />seconded the motion and vote carried. A letter is to be sent to the haulers asking for <br />financial reports that would indicate whether a need for a rate increase exists. <br /> <br /> The Board decided to meet with the Concord City and Cabarrus County Boards of Education <br /> <br />at its regular meeting on January 8, 1976 at 2:00 p.m.. <br /> <br /> Alex Patterson representing Historic Cabarrus stated that the restoration of the Court- <br /> <br />house would be done in stages. The exterior would cost approximately $65,000.00; the <br />interior should cost between $50,000 and $75,000; the third stage would be the final <br />touches on the inside to restore the original look of the Courthouse. The cost of main- <br />tenance would be minimal with the county bearing the cost. The Courthouse would be used <br />as an agricultural center, which would allow the demolition of the building on Church <br />Street that the county agents presently occupy. Historic Cabarrus further requested that <br />all but the original courthouse be demolished. Commissioner Milloway made motion to accept <br />Mr. Patterson's proposal. Commissioner Hammett seconded the motion. Voted yes: <br />Commissioners Milloway and Hammett; Voted no: Chairman Hawfield and Commissioner McClary; <br />Commissioner Hinson abstained. The Board discussed the matter further. Commissioner Hinson <br />made a motion that Historic Cabarrus be given six months from the completion of demolition of <br />all but the original courthouse to receive firm bids fo~ complete restoration and proceed with <br />fund raising and bring before the Board of County Commissioners the firm cost figures and <br />amount that they have raised at which time if the Board feels that substantial progress has <br />been made, more time will be allotted. Motion seconded by Commissioner McClary and vote <br />carried. <br /> <br /> T. L. Patterson presented the Secondary Road Construction Program for 1976-77. <br /> <br /> Commissioner McClary made motion to accept the Secondary Road Construction Program as <br /> presented except SR1611 & SR1611 extension. Commissioner Hinson seconded the motion and <br /> vote carried. <br /> <br /> The Board accepted several road petitions that requested maintenance improvement <br /> <br /> from W. L. Mills, Jr. <br /> <br /> Commissioner Milloway made motion to accept the donation to the law library made by <br /> <br /> W. L. Mills, Jr. and John Sharpe Hartsell and to send a letter of thanks to the law firm. <br /> <br /> <br />
