The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> <br />Courthouse in Concord, North Carolina on Thursday, February 5, 1976 at 9:00 a.m.. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br />The Reverend Lewis Gibbs of Mt. Olivet Hnited Methodist Church had the invocation. <br />The minutes of the January 4, 1976 meeting were corrected to read the dog leash law <br />unanimously carried. Upon motion of Commissioner Hinson, seconded by Commissioner Hammett <br />and carried, the corrected minutes were approved. <br /> <br /> Mary Sneed Boger asked that the Board consider using the courtroom of the old court- <br /> <br />house as a community theater. The courtroom would need only minor renovation and could <br />serve many useful purposes if preserved as such. Historic Cabarrus asked that the area <br />added to the old courthouse in 1914 not be demolished as originally requested. John Sharpe <br />Hartsell presented an agreement that stated that Historic Cabarrus would pay for the <br />demolition of the 1914 addition if it became necessary. Commissioner Milloway made a <br />m~tion that the Cabarrus County Commissioners accept the offer of Historic Cabarrus to <br />pay for demolition of the 22 feet of the old Cabarrus County Courthouse shown as section <br />B attached to the agreement of February 5, 1976 and that the demolition contractor, Lewis <br />Parker House Wrecking Company be instructed to not demolish that portion as contained in <br />his contract if he will assure the Cabarrus County Commissioners that there will be no <br />additional charges. Commissioner Hammett seconded the motion and vote unanimously <br />carried. <br /> <br /> Elbert Bishop, County Extension Chairmmn, introduced David Goff; the man North Carolina <br /> <br />State University was recommending to fill the vacancy in Cabarrus County Extension Office. <br />Commissioner Hammett made motion the county accept David Goff as recommended by North <br />Carolina State University effective February 15, 1976. Motion seconded by Commissioner <br />Hinson and vote carried. <br /> <br /> Nancy Templeman with J. N. Pease, Associates stated that Miller's Office Equipment <br /> <br />has withdrawn their bid for moveable equipment for the Mental Health Clinic. Commissioner <br />Hammett made motion to advertise for bids for the seventh ~tem, Brayton International, <br />or for all seven items on which Miller's Office Equipment was low bidder, subject to what <br />Miller's Office Equipment will contract for and subject to state approval. Commissioner <br />Hinson seconded the motion and vote carried unanimously. <br /> <br /> John Boger, Attorney, presented the following plan for collection of delinquent taxes. <br /> <br />Personnel in the Tax Collector's Office will go through the unpaid bills prior to 1975 and <br />notify these people. Notice will be given that if payment is not made, action will be taken <br />to collect them, either by garnishment or tax suits. John Boger will charge 15% of the <br />tax up to $1,000 and will then charge 10%. Commissioner ~inson made motion to authorize <br />Ray McKinney, Tax Collectbr, to hire two (2) additional clerks to work with delinquent <br />tax collection. Motion seconded by Commissioner Hammett and vote carried. Commissioner <br />Hammett made motion to approve the plan for collection of delinquent taxes as presented <br />by John Boger. Motion seconded by Commissioner Hinson and unanimously carried. <br /> <br /> <br />
