The Board of Commissioners for the County of Cabarrus met in regular session at <br /> <br /> the Courthouse in Concord, North Carolina on Thursday, March 4, 1976 at 9:00 a.m. <br /> <br /> Present: Chairman: S. Glenn Hawfield, Jr. <br /> Commissioners: Robert A. McClary <br /> Marcelle Milloway <br /> Roger G. Hinson <br /> <br /> Absent: Commissioner: John A. Hammett <br /> <br /> The invocation was given by the Reverend Marvin Boggs of Cold Springs United Methodist Church. <br /> <br /> Upon motion of Commissioner McClary, seconded by Commissioner Milloway and carried, the <br /> <br /> minutes of the February meeting were approved. <br /> <br /> George Griffin, Architect, proposed that the Board of Commissioners and Historic Cabarrus <br /> <br /> pay his fee for the study of the cost of renovation of the old Courthouse. Commissioner Milloway <br /> <br /> moved to accept the proposal as presented. The motion died for lack of a second. <br /> <br /> Don Scott presented William K. Cowan, who the Recreation Commission is recommending for <br /> <br /> the recreation director position. Commissioner Hinson made motion to appoint William K. Cowan <br /> as recreation director effective March 1, 1976. Motion seconded by Commissioner Milloway and <br /> vote unanimously carried. <br /> <br /> James Whaley, Nutrition for the Elderly Director, asked that funds budgeted for a Title VII <br /> <br /> grant, which are not going to be used, be used as a local match for an UMTA grant. This grant <br /> would be used to purchase a van. Commissioner Milloway made motion that the budget be amended <br /> to allow James Whaley to apply for the UMTA grant. Motion seconded by Commissioner McClary and <br /> vote carried. <br /> <br /> Franees Long, Social Services Director, asked that $5,410 budgeted for day care be used to <br /> <br /> purchase supplies and equipment for a day care center. Motion was made by Commissioner McClary <br /> that this request be posponed at this time until the Board has time to review this program and <br /> the entire social services program at budget time. Motion seconded by Commissioner Hinson and <br /> vote unanimously carried. <br /> <br /> Centralina Council of Government representative, Rebecca Yarbrou~h, told about the latest <br /> <br /> COG programs. They are working on a regional emergency medical service program and are asking <br /> that each of the counties contribute approximately $9,360. She asked that the Board study the <br /> request and make a recommendation at their next meeting. <br /> <br />* Bill Palace and Ranson Collins presented petitions asking that the dog leash law be abolished. <br /> <br /> T. L. Patterson, North Carolina Department of Transportation, stated that rights of way for <br /> <br /> the widening of SR 1305 could not be obtained and therefore they wanted to proceed with the next <br /> priority, Boy Scout Road. Upon motion of Commissioner Hinson, seconded by Commissioner McClary <br /> and unanimously carried, the Board accepted the proposal to widen Boy Scout Road, SR 1624 and <br /> SR 1625, which runs from Northwest Cabarrus School to Mooresville Road. <br /> At 11:00 a.m. Chairman Hawfield announced that this was the time and place for the opening <br /> <br /> of bids for a storm sewer extension. The bids were opened and read as follows: <br /> <br /> Kannapolis Service Company $29,989.00 <br /> Ben B. Propst Construction Inc. 31,465.00 <br /> Propst Construction Company 28,450.00 <br /> Trans-State Construction Co. 28,674.00 <br /> <br /> Thereupon, Commissioner Hin$~n made motion to accept the low bid submitted by Prop~t Construction <br /> <br />* Corrected April 8, 1976 should be Bill Powlas instead of Bill Palace <br /> <br /> <br />
