The Board of Commissioners for the County of Cabarrus met in regular session at the

Courthouse in Concord, North Carolina on Thursday, May 6, 1976, at 9:00 a.m.

Present - Chairman: S. Glenn Hawfield, Jr.

Commissioners: Robert A. McClary
John A. Hammett
Marcelle Milloway

Absent - Commissioner: Roger G. Hinson

The invocation was by the Reverend Marion J. Fulk of Mount Mitchell Methodist Church.

Commissioner Hammett made motion, seconded by Commissioner Milloway and carried, to

approve the minutes of the last meeting.

Mr. Larry Finney, a resident of Rollingwood Drive, asked the county to assess the owners

not voluntarily paying for the paving of the road. If at least 75% of the property owners
agree to pay for paving, the county would pay the remaining costs and then assess the property
owner for his share. The Board took the matter under advisement.

Mr. George Kiser, representing the solid waste study committee, gave a report of their

lengthy study. After a thorough investigation and public hearings with interested parties
the committee decided to present a revised ordinance to this Board. Commissioner McClary
made motion that the ordinance together with the map of the franchised area is introduced to
the Board for adoption and that a public hearing be held at the next regular meeting.
Commissioner Hammett seconded the motion and vote unanimously carried.

Mr. D. Manuel Kiser stated that he had heard that the City of Charlotte had offered to

operate a landfill at Charlotte Motor Speedway at no cost to the county and felt that

perhaps the county should use this location instead of the present one.

The Board asked that letters of appreciation be sent to those on the study committee

and those at the health department who had been involved with the study.

Mr. Steve Sweatman gave a report on the Third Cemtury Youth Council that he and four

other young people had attended in Raleigh.

Commissioner McClary made motion to appropriate $200 to send five young people to

the North Carolina Youth Council Meeting beginning May 15. Motion seconded by Commissioner

Hammett and vote carried.

At 10:00 a.m., Chairman Hawfield announced that this was the time and place for a

public hearing on the renaming of a road in Cabarrus County. No one appeared to voice
objection. Commissioner McClary made motion, seconded by Commissioner Hammett and carried,
to change the name of Rollingwood Drive (SR 1507) to La Forest Lane.

At 11:00 a.m., the following bids for movable equipment for the Health Department

were opened and read:

Office Furniture

R. L. Bryan C~mpany $47,149.25
O. G. ?enegar Company 48,308.90
Miller's Office Equipment 49,849.89
Penegar Imteriors 41,798.75

Electric Filing Cabinets

Acme Visible Records, Inc. $9,560.26
Sperry-Rand - Patterson Business Systems, Inc. 8,755.23
