The Board of Commissioners for the County of Cabarrus met in regular session at the <br />Courthouse in Concord, N. C. on Thursday, June 10, 1976 at 9:00 a.m.. <br /> <br /> -f Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> <br /> Absent - Commissioner: Roger G. Hinson <br /> <br /> The invocation was by the Reverend Carl Daye of Trinity United Church of Christ. <br /> <br /> Upon motion of Commissioner Milloway, seconded by Commissioner McClary and carried, <br />the minutes were approved. <br /> <br /> The Board discussed the requested rate increase from $4.00 to $5.00 per month for <br />garbage collection. The franchised haulers are requested to provide some financial <br />information ~hich may be requested by the county manager before they request another <br />increase. Commissioner Hammett made motion to allow the franchised refuse haulers to <br />raise their rates f'rom $4.00 to $4.50 beginning July 1, 1976. Motion seconded by <br />Commissioner McClary and vote unanimously carried. <br /> <br /> George S~inagle requested that four landscape laborers, presently funded by s~aee, <br /> <br />be funded by the county's CETA program beginning July 1. The Board agreed to do this <br />but stated that CETA funds were only confirmed through September 30, 1976. Several <br />other requests for CETA employees were discussed. <br /> <br /> Commissioner Milloway made motion to grant permission for the Carolina Mall to ~ <br /> <br />have a fireworks display on July 1st. Motion seconded by Commissioner Hammett and <br /> <br />vote carried. <br /> <br /> Donald Slaughter, 102 Old Heritage Rd., Kannapolis, N. C. complained about the <br />interest on the tax bill for 1971 taxes for his property. He stated h~ had not received <br />the tax bill in 1971 and that this was the first notice he had received and felt the <br />interest was unfair. The matter was referred to John Boger for recommendation. <br /> <br /> At 10:00 a.m. Chairman Hawfield announced that this was the time and place for a <br />public hearing concern~mg the proposed solid waste ordinance revision. Mr. George Kiser, <br />Chairman of the solid waste study committee asked that the ordinance be adopted as <br />soon as possible. Mr. Melvin Watt, speaking for Mr. Frank Fleming, stated that the <br />revised ordinance reinforces the old franchised system, attempts to perserve the old <br />system by adding penalties, adds to the unfair collection system by asking for a bond <br />and parts of the ordimance is unconstitutional. Mr. Ralph Moody stated the franchised <br />map is incorrect because he sold some of his territory to Fleming. Mr. Boyd Campbell, <br />Health Department Attorney, stated that the ordinance had been written to work in day <br />to day operation and to do away with the past problems of poaching and poor service. <br />Commissioner McClary made motion to continue the discussion of the solid waste ordinance <br />at the next regular meeting when attorneys Boger & Campbell have had time to study the <br />ordinance for constitutionality. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> <br />
