The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> <br /> Courthouse in Concord, North Carolina on Thursday, July 8, 1976, at 9:00 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> <br />The invocation was by the Reverend Thurmond Plexico of Saint James Lutheran Church. <br />Chairman Hawfield read a letter from the Democratic Executive Committee stating that <br />Troy R. Cook was unanimously elected as their recommendation to fill the vacancy on the Board <br />of Commissioners. A vacancy having occurred on the Board of Commissioners for the County of <br />Cabarrus and the Cabarrus County Democratic Executive Committee having been consulted and <br />having made a recommendation as provided by G. S. 153A-27 Commissioner Hammett made motion <br />that Troy R. Cook be appointed to f~ll the vacancy on the Board of Commissioners of Cabarrus <br />County, to serve until the first Monday in December, 1976. Commissioner Milloway seconded <br />the motion and vote unanimously carried. <br /> <br />Estus B. White, Clerk of Superior Court, administered the Oath of Office to Troy Ray Cook. <br />Commissioner Milloway made motion to reappoint James Weaks and Harold Nash for three <br />year terms each to the Community Relations Commission. Motion seconded by Commissioner Hammett <br />and vote carried unanimously. <br /> <br /> Upon motion of Commissioner Cook, seconded by Commissioner McClary and carried, <br /> <br />Blake Allen was appointed to the Planning Board to serve thru August 31, 1977. <br /> <br /> Commissioner Milloway made motion to send five young people (one from each high school <br /> <br />in the county) to the Youth Council Seminar at the cost of $40 per person. Motion seconded <br /> <br />by Commissioner Hammett and vote carried. <br /> <br /> Elbert Bishop, Agricultural Extension Agent, requested an educational leave of absence <br /> <br />for Nancy Goodgame so that she might obtain a masters degree in adult education and social <br /> <br />services. The Board will take the matter under advisement. <br /> <br /> The Board read a letter from David C. Robinson, Director of Mass Transportation, asking <br /> <br />that three additional people (a county commissioner, a member of the Department of Social <br />Services, and a taxi cab representative) be named to the Advisory Committee. Jack Alston, <br />County Planner, was asked to solicit qualified people to serve. <br /> <br /> Commissioner McClary made motion to purchase two sets of the General Statutes of North <br /> <br />Carolina for Courtrooms one and two as requested by the Clerk of Court. Commissioner Hammett <br /> <br />seconded the motion and vote carried with Commissioner Milloway opposed. <br /> <br /> Walter Burr, Fire Marshall, reported that the dispute between Pitts and Harrisburg <br /> <br />Volunteer Fire Departments over boundary lines had been settled. <br /> <br /> Attorney John Boger gave a report on the changes in the proposed solid waste ordinance <br /> <br />that Boyd Campbell, Health Department attorney, and he, along with Mr. Watt, attorney for <br />Frank Flemming, were advising. The Board discussed the recommended changes and asked that <br />Attorney Boger rewrite the ordinance with the changes incorporated. <br /> <br /> Chairman Hawfield made motion to employ Kannapolis Service Company to install a two <br /> <br />inch copper water line from the Concord City main to the new health department at a firm cost <br /> <br />of $800. Motion seconded by Commissioner McClary and vote carried. <br /> <br /> <br />
