The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse <br /> in Concord, North Carolina on Thursday, August 8, 1976, at 9:00 A. M. <br /> <br /> PRESENT - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was by the Reverend Eddie L. Black of Centergrove United Methodist Church. <br /> <br /> Upon motion of Commissioner Milloway, seconded by Commissioner Cook and carried, the minutes <br />were approved. <br /> <br /> The Board discussed the proposed solid waste ordinance as revised by Attorney Boger. Mr. <br /> <br />Watt asked that the definition of the franchised area be deleted, that the transfer from Moody to <br />Fleming be approved and allow haulers to continue to collect from persons presently served, whether <br />in franchised area or not. Commissioner McClary made motion to adopt an amendment to Exhibit "A" <br />page 11 of the proposed ordinance - governing the management of solid waste in Cabarrus County by <br />inserting in the first sentence after the waste and before the words 'from individual residences'. <br />Commissioner Hammett seconded the motion and vote unanimously carried. <br /> <br /> Commissioner McClary made motion to adopt the solid waste ordinance as amended effective <br />immediately. Motion seconded by Commissioner Hammett and vote unanimously carried. <br /> <br /> Linda Anderson asked the Board to establish a Council on the Status of Women. The Council <br />would be composed of volunteers, both men and women, and would report to this Board. They asked <br />for $300.00 for supplies, which would be used to pay for printing of a survey. Commissioner <br />Milloway made motion to establish a Council on the Status of Women and draw supplies from the <br />County Managers Office. Motion seconded by Commissioner Cook and vote carried with Commissioner <br />McClary abstaining. Chairman Hawfield appointed Commissioner Milloway and Commissioner Cook to <br />present names to serve on the Council. <br /> <br /> Marion Boyd with the Logan Day Care Association requested the Board to certify them to receive <br />funds from the Community Services Association. The Board deferred action until the attorney could <br />determine whether the county could be held responsible for funds sent to a separate agency. <br /> <br /> At 11:00 the bids for dictating equipment for public health were opened and read. The follow- <br />ing bids were submitted: Dictaphone Corporation $ 8,052.00 and Lanier Business Products $2,575.00. <br />Commissioner Milloway made motion to award the bid to the low bidder, Lanier Business Products, <br />subject to review by the County Manager, County Attorney and the Division of Facilities Services. <br />Motion seconded by Commissioner McClary and vote carried unanimously. <br /> <br /> Charlene Broome gave a report on the recent Centralina Council of Governments activities. <br /> <br /> Upon motion of Commissioner Hammett, seconded by Commissioner Cook and carried, the following <br />budget amendment was adopted. <br /> <br /> BE IT ORDAINED BY the Board of Commissioners of the Co~nty of Cabarrus, North Carolina that <br />the following amendment be made to the budget ordinance for the fiscal year ending June 30, 1977: <br /> <br />1. To provide for the handling of the five cents per bottle on alcoholic beverages <br /> SPECIAL TAX FUND <br /> Revenues <br /> <br /> Town of Mt. Pleasant ABC Board $ 4,400 <br /> City of Concord ABC Board $ 17,700 <br /> $ 22,100 <br /> <br /> Expenditures <br /> Alcoholic Rehabilitation Center $ 22,100 <br /> <br /> <br />
