application Number NC19-E008-001 for an annual contribution contract to provide housing assistance <br />payments for 100 units of Section 8, existing housing, executed July 1, 1976 by executive Everette L. <br />Helms, Chairman of Concord Housing Authority and administering any funds received as a result of said <br />application. <br /> <br /> If selected, this designation would enable the Concord Public Housing Authority to operate a HUD <br />funded Existing Rental Housing Assistance Program for eligible low-income families for the term of <br />the contract. <br /> <br /> Commissioner Hammett made motion to adopt the following Leave Without Pay Policy as recommended <br /> <br />by the County Manager. Motion seconded by Commissioner Cook with Commissioner Milloway abstaining. <br /> <br /> The County Manager, upon the recommendation of a department head, may grant a leave of absence <br />without pay for up to a year, to any full-time employee for reasons of personal or family illness, <br />completing education or special work which will permit the County to benefit by the experience gained <br />or work performed. <br /> <br /> Commissioner Hammett made motion to give the schools additional funds to allow them to make a <br /> <br />two per cent (2%) salary adjustment for non-professional employees and to take the revenue from <br /> <br />fund balance. Motion seconded by Commissioner Cook and vote carried. <br /> <br /> Upon motion of Commissioner Hammett, seconded by Commissioner Cook and carried, Chairman <br /> <br />Hawfield was authorized to sign the Request for Release of Funds and certification for the HUD applicat- <br />ion. <br /> <br /> Commissioner Cook, Frances Long and Bill White were appointed to the Mass Transit Advisory <br />Committee by motion duly made by Commissioner Milloway. Motion seconded by Commissioner Hammett and <br />vote carried. <br /> <br /> Commissioner Milloway made motion to re-appoint Billy Plummet to the Planning Board for a three <br />year term beginning September 1, 1976. Motion seconded by Commissioner Cook and vote carried. <br /> <br /> Commissioner Milloway is to make a recommendation to fill the vacancy oK the Community Relations <br />Commission.at the next regular meeting. <br /> <br /> The Board discussed purchases made by the recreation department. Commissioner Hammett made <br /> <br />motion that $14,400.00 be appropriated from fund balance to recreation and that the Finance Officer <br />be instructed to pay the arrears accounts. Motion seconded by Commissioner Milloway and vote <br />unanimously carried. <br /> <br /> The Board instructed the County Manager to write a letter naming Kannapolis Insurance Agency as <br />our workmen's compensation carried. <br /> <br /> Having no further business, meeting adjourned. <br /> <br /> CLERK TO THE BOARD <br /> <br /> *Corrected carried should have been carrier - corrected minutes at meeting September 9, 1976. <br /> <br /> <br />
