The Board of Commissioners for the County of Cabarrus met in regular session at the <br /> Courthouse in Concord, North Carolina on Thursday, October 7, 1976, at 9:00 A.M. <br /> <br /> PRESENT - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was by the Reverend J. Marion Rector of Kerr Street Baptist Church. <br /> <br /> The minutes of the last meeting were corrected and approved. <br /> <br /> Upon motion of Commissioner Milloway, seconded by Commissioner Cook, and unanimously carried, <br />Walter Lee Burr was appointed Civil Preparedness Director effective September 9, 1976. <br /> <br /> Doctor William Irvin, Concord City Schools Superintendant requested that the schools budget <br />be amended to include $12,000 for the vocational rehabilitation program. Commissioner McClary <br />made motion to amend the school current expense ~dget in the amount of $12,000 for Vocational <br />Rehabilitation to be distributed on a per capita basis as is all current expense and that <br />these funds be appropriated from fund balance, and the total appropriation be issued to <br />Concord City Schools who is fiscal agent for this program. Commissioner Milloway seconded the <br />motion and vote carried. <br /> <br /> Reverend Richard Koeheneke presented a statement by the Community Relations Commission and <br /> <br />a report of its activities as a result of the City of Concord's withdrawing its financial <br /> <br />support as of December 1, 1976. The Board deferred action until the November meeting. <br /> <br /> John Boger and John Sharpe Hartsell prepared a proposed lease for Historic Cabarrus, Inc. <br />for the old courthouse. Commissioner Milloway made motion to adopt the following resolution. <br />Motion seconded by Commissioner Hammett, and vote carried with Chairman Hawfield voting against. <br /> <br /> BE IT RESOLVED THAT the attached proposed lease to Historic Cabarrus, Inc. <br /> for the old courthouse property is approved and authorization is hereby given <br /> to give appropriate public notice for a public hearing at the next regular metting <br /> as required by law. <br /> <br /> Historic Ca~rrus, Inc. requested permission to use restroom fixtures stored in the <br /> <br />basement of the old county ~ilding, direction in clearing out tax records and forms, <br />and permission to use chairs, desks, tables, etc., and instruct them as to the relocation <br />of other items. Chairman Hawfield made motion that the county manager make the decisions <br />on the requests made by Historic Cabarrus. Commissioner Cook seconded the motion and <br />vote carried. <br /> <br /> Central Cabarrus exchange students presented a hand-painted plaque which they had <br /> <br />received while in England from the Mayor of the Metropolitan Borough of Wigan. <br /> <br /> Mr. Oakly Pigg presented a petition asking the Board to pass a resolution naming <br /> <br />the intersection of Highways 27 and 601 "Beatty Crossroads". The Board told Mr. Pigg <br /> <br />that they did not have the authority to name crossroads. <br /> <br /> The Board signed letters of appreciation for the work done in burial details by <br /> <br />Members of the D.A.V. <br /> <br /> No one appeared at the public hearing on the road name change. Commissioner Cook <br /> <br />made motion, seconded by Commissioner Milloway and carried, to change the name of <br />Cabarrus Circle (SR No. 1193 and SR No. 1197) to Brandywine Lane, Cimmarron Circle, and <br />Peppercorn Lane. <br /> <br /> Alice Garland, representative with the Department of Transportation reported that <br /> <br /> <br />
