The Board of Comm±ss±oners for the County of Cabarrus met in regular session at the Courthouse <br /> <br />±n Concord, North Carol±ha on Thursday, Hovember 4, 19Y6, at 9:00 a. m. <br /> <br /> PRESEHT - Chairman: S. Glenn Hawf±eld, Ar. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was by Luke Walters. <br /> <br /> Upon motion of Commissioner Milloway, seconded by Commissioner Cook and carried, the minutes of <br />the last meeting were approved. <br /> <br /> Commissioner McClary made motion to grant the City of Concord and the N. C. Department of <br />Transportation a 40 foot radius on the face of curb at the northwest corner of the intersection of <br />Church Street and Corban Avenue and that the appropriate officer be authorized to execute the necessary <br />right of way agreement. Motion seconded by Commissioner Cook and unanimously carried. <br /> <br /> Commissioner Hammett made motion to adopt the following resolution. <br /> <br /> WHEREAS, at the regular meeting of the Board of Commissioners of Cabarrus County <br /> held on the 7th day of October, 1976, a resolution was duly adopted giving notice <br /> that the Board of Commissioners intended to lease the old Courthouse property to <br /> Historic Cabarrus, Inc., under the terms of a proposed lease agreement filed with <br /> the Clerk to the Board of Commissioners; and whereas, notice of said intent was <br /> duly published as required by law in The Concord Tribune; <br /> NOW, THEREFORE, BE IT RESOLVED that Cabarrus County lease to Historic Cabarrus, <br /> Inc., the old Courthouse property as described in said lease agreement under the <br /> terms contained in said lease agreement and that the Chairman and Clerk be and <br /> they are hereby authorized to execute said lease agreement on behalf of Cabarrus <br /> County. <br />Motion seconded by Commissioner Milloway. Commissioners Hammett, Milloway and Cook voted yes, <br /> <br />Commissioner McClary abstained and Chairman Hawfield voted no because he felt that there were some <br />ambiguous terms concerning progress in renovation. <br /> <br /> Chairman Hawfield made motion to appoint Jimmy Ray Little to the Health Board to serve the <br />unexpired term of the late J. B. Jordan. Motion seconded by Commissioner Cook and vote unanimously <br />carried. <br /> <br /> The ordinance creating the Community Relations Commission, the reasons for its creation and the <br />expected results from its work was discussed. Commissioner McClary made motion to continue to fund the <br />program through the existing level of county funds appropriated while additional review and study is <br />being made. Motion seconded by Commissioner Milloway and vote carried. <br /> <br /> County Manager, Charles McGinnis, is to meet with the City of Concord to determine the inventory <br />of equipment being used by the Community Relations Commission. <br /> <br /> Concord-Kannapolis Savings and Loan Association asked to purchase a strip of land from the parking <br />lot behind the county building on Church Street and going to McCachern Boulevard. Chairman Hawfield and <br />Commissioner Cook were appointed as a committee to see about trading land to straighten the property <br />lines and to give the land that is needed. <br /> <br /> Commissioner Cook made motion to award the bid for site improvement for the Cabarrus County <br />Governmental Center to the low bidder, Lawn and Garden Mart, with a low bid of $14,453.00. Motion <br />seconded by Commissioner Hammett and vote carried. <br /> <br /> Upon motion of Commissioner Cook, seconded by Commissioner Hammett and carried, the following <br />resolution was adopted. <br /> <br /> WHEREAS, at the October regular meeting of the Board of Commissioners of Cabarrus County, <br /> Mr. Oakley Pigg presented to the Board of Commissioners a petition, signed by approximately <br /> 90 residents of the area of Cabarrus County at the crossroads of Highway No. 601 and Highway <br /> No. 27 requesting that said crossroads be named Beatty Crossroads; and whereas, there is no <br /> <br /> <br />
