The Board of Comm±ss±oners for the County of Cabarrus met in regular session at the Courthouse ±n Concord, North Carol±ha on Thursday, Hovember 4, 19Y6, at 9:00 a. m. PRESEHT - Chairman: S. Glenn Hawf±eld, Ar. Commissioners: Robert A. McClary John A. Hammett Marcelle Milloway Troy R. Cook The invocation was by Luke Walters. Upon motion of Commissioner Milloway, seconded by Commissioner Cook and carried, the minutes of the last meeting were approved. Commissioner McClary made motion to grant the City of Concord and the N. C. Department of Transportation a 40 foot radius on the face of curb at the northwest corner of the intersection of Church Street and Corban Avenue and that the appropriate officer be authorized to execute the necessary right of way agreement. Motion seconded by Commissioner Cook and unanimously carried. Commissioner Hammett made motion to adopt the following resolution. WHEREAS, at the regular meeting of the Board of Commissioners of Cabarrus County held on the 7th day of October, 1976, a resolution was duly adopted giving notice that the Board of Commissioners intended to lease the old Courthouse property to Historic Cabarrus, Inc., under the terms of a proposed lease agreement filed with the Clerk to the Board of Commissioners; and whereas, notice of said intent was duly published as required by law in The Concord Tribune; NOW, THEREFORE, BE IT RESOLVED that Cabarrus County lease to Historic Cabarrus, Inc., the old Courthouse property as described in said lease agreement under the terms contained in said lease agreement and that the Chairman and Clerk be and they are hereby authorized to execute said lease agreement on behalf of Cabarrus County. Motion seconded by Commissioner Milloway. Commissioners Hammett, Milloway and Cook voted yes, Commissioner McClary abstained and Chairman Hawfield voted no because he felt that there were some ambiguous terms concerning progress in renovation. Chairman Hawfield made motion to appoint Jimmy Ray Little to the Health Board to serve the unexpired term of the late J. B. Jordan. Motion seconded by Commissioner Cook and vote unanimously carried. The ordinance creating the Community Relations Commission, the reasons for its creation and the expected results from its work was discussed. Commissioner McClary made motion to continue to fund the program through the existing level of county funds appropriated while additional review and study is being made. Motion seconded by Commissioner Milloway and vote carried. County Manager, Charles McGinnis, is to meet with the City of Concord to determine the inventory of equipment being used by the Community Relations Commission. Concord-Kannapolis Savings and Loan Association asked to purchase a strip of land from the parking lot behind the county building on Church Street and going to McCachern Boulevard. Chairman Hawfield and Commissioner Cook were appointed as a committee to see about trading land to straighten the property lines and to give the land that is needed. Commissioner Cook made motion to award the bid for site improvement for the Cabarrus County Governmental Center to the low bidder, Lawn and Garden Mart, with a low bid of $14,453.00. Motion seconded by Commissioner Hammett and vote carried. Upon motion of Commissioner Cook, seconded by Commissioner Hammett and carried, the following resolution was adopted. WHEREAS, at the October regular meeting of the Board of Commissioners of Cabarrus County, Mr. Oakley Pigg presented to the Board of Commissioners a petition, signed by approximately 90 residents of the area of Cabarrus County at the crossroads of Highway No. 601 and Highway No. 27 requesting that said crossroads be named Beatty Crossroads; and whereas, there is no
