statutory provision authorizing and empowering the Board of Commissioners to <br /> to name any crossroad area, but the Board of Commissioners desires to acknow- <br /> ledge the request of the citizens of that area and to urge all persons to refer <br /> to said crossroads as Beatty Crossroads. <br /> NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Cabarrus <br /> County acknowledges receipt of the petition of the citizens living in the area <br /> of Highway No. 601 and Highway No. 27 crossroads and urges said citizens and <br /> all other citizens to refer to said crossroads as Beatty Crossroads ..... <br /> <br /> The minimum housing ordinance was discussed. <br /> <br /> Commissioner Milloway made motion to appoint Johnny Edgar Hooper as Deputy Dog Warden. Motion <br /> <br />seconded by Commissioner McClary and vote carried. <br /> <br /> Commissioner Milloway made motion that Commissioner Hammett be appointed to the Youth Services <br /> <br />Committee. Motion seconded by Chairman Hawfield and vote carried. <br /> <br /> After discussing the proposed job classification and pay plan, Commissioner McClary made motion <br /> <br />to adopt the job classification. Motion seconded by Commissioner Hammett and vote carried. <br /> <br /> Chairman Hawfield made motion that the County Planner be authorized to purchase the ASCS aerial <br /> <br />property transparencies of Cabarrus County and that the money come out of the contingency fund. Motion <br /> <br />seconded by Commissioner McClary and vote carried. <br /> <br /> Due to the fact that only a very few taxpayers, are still to be heard by the Property Tax <br /> <br />Commission in Raleigh, Associated Surveys requested that a portion of the 5% retainage fee be given <br />them. Terry Rowland, John Boger and Charles McGinnis were appointed as a committee to work with <br />Associated Surveys and report back to this Board. <br /> <br /> Commissioner Hammett made motion to award the contract for office supplies to the low bidder, <br /> <br />Williams Office Supplies, with a iow bid of $4,582.94. Motion seconded by Commissioner Milloway and <br /> <br />vote carried. <br /> <br /> Cabarrus Baptist Association presented a resolution asking the Board to enact appropriate <br /> <br />legislation that will place restriction, regulations, and supervision of massage parlors that are <br />currently located in the county or those hereafter. Attorney John Boger was asked to determine if <br />there were ordinances that had withstood court tests and that possibly the state legislature may pass <br />statewide legislation. <br /> <br /> Commissioner Hammett made motion to declare those items requested by the County Manager as surplus <br /> <br />property and authorize the sale at public auction. Motion seconded by Commissioner Cook and vote carried.i <br /> <br /> The Board requested that the department heads housed in the Courthouse and the press be invited <br /> <br />to the Council of Government meeting on November 10. <br /> <br /> Commissioner McClary made motion to change the regular monthly meeting starting time to 9:30 a.m. <br /> <br />Motion seconded by Commissioner Hammett and vote carried unanimously. <br /> <br /> Upon motion of Commissioner McClary, seconded by Commissioner Hammett and carried the following <br /> <br />budget amendment was approved. <br /> <br /> BE IT ORDAINED by the Board of Commissioners of the County of Cabarrus, North Carolina <br /> that the following amendment be made to the budget ordinance for the fiscal year ending <br /> June 30, 1977: <br /> To provide for a new federal grant: <br /> <br /> General Fund <br /> <br /> Revenue <br /> Federal grant $335,000.00 <br /> <br /> Expenditures <br /> Community Development Block Grant $335,000.00 <br /> <br /> Copies of this budget amendment shall be delivered to the Finance Officer and the Budget <br /> Officer for their direction in the disbursement of funds. <br /> <br /> Adopted this 4th day of November, 1976 <br /> <br /> <br />
