8 <br /> <br />administers Title I of the Housing and Community Development <br /> <br />Act of 1974; and, <br /> <br /> W~HEREAS, the Board of County Commissioners of Cabarrus County <br />submitted an application for a Community Development Block Grant <br />under Title I of the Housing and Community Development Act of 1974; and, <br /> <br /> ~WHEREAS, the Board of County Commissioners of Cabarrus County <br />found it necessary to establish a Community Development Department <br />due to the approval and funding of the aforesaid Community <br />Development Block Grant; <br /> <br /> NOW, THEREFORE, be it resolved on this 10th day of February, <br /> <br />1977, by the Board of County Commissioners of Cabarrus County that <br />the following two entitled publications are approved for the <br />administration and implementation of the Cabarrus County' <br />Community Development Block Grant Program: <br /> <br /> 1. Cabarrus County Community Development Program, Policies, <br /> Standards, and Procedures <br /> <br /> 2. Cabarrus County Community Development Forms <br /> <br /> Commissioner Cook made motion to appoint the following people <br /> <br />to a Screening Committee for Community Development: Joe Mingo, <br />Van H. Foster, Arthur McCullough, Joan Bryant, Vernice Morgan <br />and Troy R. Cook. Motion seconded by Commissioner ~lammett and <br />vote unanimously carried. <br /> <br /> Upon motion of Commissioner Hammett, seconded by Commissioner <br /> <br />Cook and carried, the following delegation of authority was <br /> <br />approved: <br /> <br />DELEGATION OF AUTHORITY <br /> <br /> The Cabarrus County Board of Conm~issioners do hereby <br />delegate the authority to the Community Development <br />Coordinator of the Cabarrus County Community Development <br />Program to act on behalf of Cabarrus County on the following <br />matters in carrying out the Cabarros County Community <br />Development Program: <br /> <br />To approve applications or any other documents <br />required to implement project activities of the <br />Community Development Program. <br /> <br />To handle all administrative requirements in <br />carrying out the Community Development Program. <br /> <br />To be responsible for all contracts required to <br />implement project activities. The Community <br />Development Coordinator shall be the contracting <br />officer. <br /> <br />To make daily decisions on matters that would most <br />effectively and efficiently carry out the objectives <br />of the Community Development Program. <br /> <br /> <br />
