The Board of Commissioners for the County of Cabarrus met in regular <br /> session at the Courthouse in Concord, North Carolina on Thursday, March 10, 1977, <br /> at 9:30 A.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle MilloWay <br /> Troy R. Cook <br /> <br /> The Reverend Howard L. Coleman of Jackson Park United Methodist Church <br /> <br /> gave the invocation. <br /> <br /> The Board discussed the fire commissioner appointments. The fire <br /> Commissioners have to submit the proposed tax rate for the fire district and <br /> approve the annexation of territory to the district. Webster Medlin, attorney <br /> representing several citizens, stated that the law was not being followed in <br /> that the fire commissioners had not given unanimous approval to the proposed <br /> annexation of territory by the Harrisburg Fire Department. Ed Ferguson'~ <br /> attorney representing the Harrisburg Fire Department, stated that opposition <br /> was by the residents of Harrisburg; and that those living within the town limits <br /> were not legally residents of the fire district. <br /> <br /> At 10:30 A.M., Chairman Hawfield announced that this was the time and <br /> <br />place for a public hearing on the proposed Harrisburg Fire District boundary <br />extension. W. M. Teeter stated that they had worked to establish the <br />Harrisburg Fire Department and that a new sub-station should not be built for <br />Cabarrus Woods, without those people providing the necessary capital to do the <br />construction. One of the last three fire commissioners that were appointed, <br />lives in the Town of Harrisburg and is not eligible to baa commissioner. <br />The boundary cannot be extended without the unanimous approval of all three <br />fire commissioners. Commissioner McClary made motion that we request our <br />legislators to seek enactment of a special bill for Cabarrus County that the <br />fire commissioners be elected bY the residents of the district. Motion <br />seconded by Commissioner Cook and vote unanimously carried. <br /> <br /> The Board discussed the petitions requestiag the regulating of places <br /> <br />of amusement. Reverend Gene Woodall stated they were a bad influence and <br />that ordinances similar to those adopted by the City of Concord should be <br />enacted. Ted Joyner also asked if something couldn't be done about drinking <br />beer in public. The County Attorney was instructed to prepare ordinances <br />prohibiting the public display of beer and regulating places of amusement <br /> <br /> <br />
