The Chairperson may appoint <br />a pa~en~n. <br /> <br />ARTICLE VIII - AMENDMENTS <br /> <br />These bylaws may be amended at any regular meeting of the Council by a majority <br />of the membership provided that a copy of the proposed amendment has been <br />submitted in writing at the previou~ regular meeting. <br /> <br />Commissioner Hammet~ made motion to defer action on the parking ordinance <br /> <br />unti~ ne~ month to give ChaPman Hawfield and County Manager McGinnis time to <br /> <br />determine if more parking spaces could be made available. Motion seconded by <br /> <br />Commissioner McClary and vote carried. <br /> <br />County Attorney John Boger gave a report on liabi~y insUrance for the <br /> <br />commissioners. He was asked to obtain prices and more information and report <br /> <br />at the next meeting. <br /> <br />Jean Cummings, representing the clyde organizations in Kannapolis, asked <br /> <br />how they might h~p in getting a park in that area. The Recreation Commission <br /> <br />is studing the situation and trying to establ~h a priority l~t. <br /> <br />Upon mot~n of Commissioner Cook, seconded by Co~nmissioner McClary, the <br /> <br />following resolution was unanimously adopted: <br /> <br />Be i t resolved that the Mass Trans~tStudy made by Kimley- <br />Horn and Associates, Inc. presented to the Board of <br />Commissioners on April 7, 1977 be and the same is hereby <br />accepted and approved. <br /> <br />Motion was made by Commissioner Milloway, seconded by Commissioner Hammett <br /> <br />and carried as follows: <br /> <br />"Whereas the Attorney General of the State of North ¢~Olina <br />in an opinion dated March 10, 1977 has advised that the <br />action of the City of Concord in wL~hdrawing from the Cabarru~ <br />County Community Relations Commission dissolved said Commission <br />effective December I, 1976, and w~ereas through lack of know- <br />ledge of said action, the State S~,cial Security Agency and the <br />Social Security Administration accepted a social security report <br />and taxes due for the entire quarter ending December 31, 1976 <br />rather than through the period e~ding November 30, 1976 and, <br />whereas the employees of said foJ~er Commission have had social <br />security deductions made and matching employer's funds are <br />available from the Commission~.~be it resolved, the Finance <br />Director of the County of Caba~cus is hereby authorized to <br />accept both employees and employe~'s social secu~y contAib- <br />utions from the former Commission for the quarter ending March <br />31, 1977 and report such employees as employees of the County <br />of Cabarrus. It is further resolved that the County of Cabarru~ <br />herewith revise previous actio~ to assume control of the <br />functions of said Commission for social security purposes only, <br />effective December I, 1976 and for all purposes effective <br />April I, 1977." <br /> <br />Commissioner Hammett made motion to add Blair Bennett to the "Authorized <br /> <br />Signature Card For Payment Vouchers on Letter of Credit" for Community <br /> <br />Development funds and delete KuAt Taube. Motion seconded by Commissioner M~oway <br /> <br />and vote carried. <br /> <br /> <br />
