ARTICLE III - MEMBERS <br /> <br />Section I. <br /> <br />Number and Qualifications. The Council shall consist of fifteen <br />members, and shall include both women and men, a~ of whom shall <br />be residents of Cabar~u~ County. <br /> <br />Section 2. Appointment. Members shall be appointed by the Caba~ru~ County <br /> Board of Commissioners. <br /> <br />Section 3. Terms. No member shall serve more than five consecutive years. <br /> <br />Section 4. Eligib~y for Reappointment. A member may be ~eappointed <br /> after a year's absence. <br /> <br />Section 5. <br /> <br />Replacement of Members. The Council shall recommend to the <br />Cabarrus Cou~y Board of Commissioners at least two pe~ons, who <br />shall have agreed to accept the nomination, for any vacancy <br />which may occur. <br /> <br />ARTICLE IV - OFFICERS <br /> <br />S e~io n I. <br /> <br />Officers Defined. The, o.fficers of the Counci~ shall consist of <br />a Chairperson, a Vice Cha~pe~on, a Secretary and a Treasurer <br />elected by the Council from its membership. <br /> <br />Section 2. Duties. The d~ties of the officers shall cons~t of the following: <br /> <br />A. Cha~person. The Chairperson shall call and preside at meetings <br /> and appoint committees and task forces. <br /> <br />Vice Chairperson. The Vice Chairperson shall, in the absence <br />of the Chairperson, assume the duties of the Chairperson and <br />perform other duties d~ega~ed by the Chairperson. <br /> <br />Ce <br /> <br />Secretary. The Secretary shall take the minutes of each <br />Council me~Cing and shall, within a reaSonable length of <br />time prior to the next meeting, furnish copies of the <br />minutes to ~l members of the Counei~ and to all members of <br />the Caba~u~ County Board of Commissione~. <br /> <br />Section 3. <br /> <br />D. Treasurer. I~ money is received above the authorized level <br /> of support of the Cabar~us County Board of Commissione~, the <br /> Treasurer shall make arrangements with the county finance <br /> manager for i~s reception and disbursement. Any expenditures&d~bursement <br /> made by the Treasurer as a result of these arrangements <br /> shall be reported monthly to the Council. <br />Officers shall be elected annually at the September meeting. <br /> ARTICLE V - MEETINGS <br /> <br />Section I. Regular Meetings. -Regular meetings shall be held once each month. <br /> <br />Section 2. <br /> <br />Special Meetings. Special meetings may be called by the Cha~- <br />person or at the request of a majority of the members. The purpose <br />of the meeting shall be stated in the call. Except in cases of <br />emergency, at least three days' notice shatl be given. <br /> <br />Section 3. Quorums. A majority of the members shall constitute a quorum for <br /> the transaction of business at any meeting. <br /> <br />Section 4. <br /> <br />Attendance. Each member shall be expected to attend at least 75 <br />per cent of all regular meetings on an annual basis and to notify <br />the Chairperson of anticipated absences. A member not meeting <br />this a~tendance expectation may be replaced by a majority vote <br />of the membership, Replacement procedures shall be implemented <br />as q~ckly as possible under Article III, Section 5. <br /> <br />Section 5. <br /> <br />Open Me~tings. The meetings of the Counci~ shall be open to the <br />public in accordance with the laws of the State of North <br />Carolina. <br /> <br />ARTICLE VI - COMMITTEES <br /> <br />The Chairperson ~s authorized to appoint such committees and task forces as are <br />necessary for the conduct of Councdl business. <br /> <br /> <br />
