27 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the Courthouse in Concord, North Carolina on Thursday, May 5, <br />1977, at 9:30 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> M~rcelle Milloway <br /> Troy R. Cook <br /> <br /> The invocation was by the Reverend Robert Yount of Trinity Lutheran Church. <br /> <br /> Upon motion of Commissioner McClary, seconded by Commissioner Cook and <br />carried, the minutes of the last meeting were approved. <br /> <br /> Upon the recommendation of the Board of Directors of the Winecoff Volunteer' <br />Fire Department, Commissioner Hammett made motion to appoint Bill Readling, <br />Wayne McClannon and Bill Fink as Fire Commissioners for the Winecoff Fire <br />District. Motion seconded by Commissioner Cook and vote carried. <br /> <br /> A replacement for Charles Gallimore, who resigned from the Emergency <br />Medical Services Advisory Council on March 10, 1977, was discussed. The term <br />expires June 30, 1977 and preferably the replacement should be a consumer. <br />Commissioner Cook made motion to appoint Bud Richards, Emergency Services <br />Coordinator, as the replacement and to seek an interested consumer to fill the <br />next term. Motion seconded by Commissioner Cook and vote carried. <br /> <br /> Chairman Hawfield announced that this was the time and place for a <br /> <br />public hearing on proposed uses of Revenue Sharing Trust Funds. No one appeared <br />and no written comments were received. The public hearing was closed. <br /> <br /> Attorney John Boger reported that there were several companies that <br />provided liability insurance that would cover this Board but that he had not <br />received prices and would report further information at the next meeting. <br /> <br /> Bob Stark, Concord City Planner, explained the resolution asking the Board <br />to rescind action taken in August of 1976 designating Concord Public Housing <br />Authority to serve as Public Housing Agency for the purpose of adminstering <br />a Section 8 program and to designate the Board of Alderman of the City of <br />Concord acting through the Concord Department of Planning as a Public Housing <br />Agency for the purpose of operating a Section 8 Existing Housing Payments <br />Program. The Board discussed the resolution and made several changes. Upon <br />motion of Commissioner Cook, seconded by Commissioner Hammett and carried, the <br />following resolution was adopted: <br /> <br /> WHEREAS, the U. S. Department of Housing and Urban Development, <br /> in the capacity of Federal agency empowered to implement the Section <br /> 8 Housing Assistance Payments Program under the Housing and Community <br /> Development Act of 1974, has invited the Board of Aldermen of the <br /> City of Concord, N. C. to submit an application for the purpose of <br /> <br /> <br />
