27 The Board of Commissioners for the County of Cabarrus met in regular session at the Courthouse in Concord, North Carolina on Thursday, May 5, 1977, at 9:30 a.m. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett M~rcelle Milloway Troy R. Cook The invocation was by the Reverend Robert Yount of Trinity Lutheran Church. Upon motion of Commissioner McClary, seconded by Commissioner Cook and carried, the minutes of the last meeting were approved. Upon the recommendation of the Board of Directors of the Winecoff Volunteer' Fire Department, Commissioner Hammett made motion to appoint Bill Readling, Wayne McClannon and Bill Fink as Fire Commissioners for the Winecoff Fire District. Motion seconded by Commissioner Cook and vote carried. A replacement for Charles Gallimore, who resigned from the Emergency Medical Services Advisory Council on March 10, 1977, was discussed. The term expires June 30, 1977 and preferably the replacement should be a consumer. Commissioner Cook made motion to appoint Bud Richards, Emergency Services Coordinator, as the replacement and to seek an interested consumer to fill the next term. Motion seconded by Commissioner Cook and vote carried. Chairman Hawfield announced that this was the time and place for a public hearing on proposed uses of Revenue Sharing Trust Funds. No one appeared and no written comments were received. The public hearing was closed. Attorney John Boger reported that there were several companies that provided liability insurance that would cover this Board but that he had not received prices and would report further information at the next meeting. Bob Stark, Concord City Planner, explained the resolution asking the Board to rescind action taken in August of 1976 designating Concord Public Housing Authority to serve as Public Housing Agency for the purpose of adminstering a Section 8 program and to designate the Board of Alderman of the City of Concord acting through the Concord Department of Planning as a Public Housing Agency for the purpose of operating a Section 8 Existing Housing Payments Program. The Board discussed the resolution and made several changes. Upon motion of Commissioner Cook, seconded by Commissioner Hammett and carried, the following resolution was adopted: WHEREAS, the U. S. Department of Housing and Urban Development, in the capacity of Federal agency empowered to implement the Section 8 Housing Assistance Payments Program under the Housing and Community Development Act of 1974, has invited the Board of Aldermen of the City of Concord, N.
