28 <br /> <br />administering one hundred (100) units of Existing Housing under said program <br />in the County of Cabarrus, North Carolina; and <br /> <br /> WHEREAS, The Board of Aldermen of the City of Concord, N. C., is <br />desirous of administering said housing assistance program in the City <br />and in the remainder of Cabarrus County on behalf of the Board of County <br />Con~nissioners; and <br /> <br /> WHEREAS, it is the intent of Section 8 of the Housing and Community <br />Development Act of 1974 and in the interest of present and future residents <br />of Cabarrus County that lower income and elderly households enjoy the <br />opportunity, from both an economic and geographic viewpoint, to seek <br />out and secure decent, safe, and sanitary housing. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS <br />OF CABARRUS COUNTY, NORTH CAROLINA: <br /> <br />(1) <br /> <br />That the Board's designation of the Concord Public Housing <br />Authority to serve as Public Housing Agency for the purpose <br />of administering a Section 8 program in Cabarrus County, <br />which designation was previously granted in open session <br />on the fifth day of August of 1976, is hereby rescinded <br />and rendered without continuing force and effect; and <br /> <br />(2) <br /> <br />That the Board of Aldermen of the City of Concord acting <br />through the Concord Department of Planning is hereby desig- <br />nated to serve as a Public Housing Agency, as defined <br />under 24 CFR 882.102, for the purpose of operating a <br />Section 8 Existing Housing Payments Program in Cabarrus <br />County, which designation may be accepted by the Board of <br />Aldermen by virtue of authorization conferred under Chapter <br />160A-456 Laws of North Carolina; and <br /> <br />(3) <br /> <br />That the Cabarrus County Board of Commissioners hereby retains <br />the right to be involved in any future negotiations or <br />consultations between the Department of Housing and Urban <br />Development and the Concord Planning Department concerning <br />the Section 8 grant and upon approval of Federal grant <br />further reserves the right to negotiate a fair share portion <br />of the Section 8 grant allocation for use in areas of <br />Cabarrus County outside the city limits of Concord. <br /> <br />Commissioner Cook made motion to eliminate the Applicants' Re~Lease and <br /> <br />Closeout Form from the Community Development Program. Motion s~conded by <br /> <br />Commissioner Hammett and vote carried. <br /> <br /> The rent for the Neighborhood Youth Corps was discussed. The Concord <br />Tribune, Inc. will rent all offices on the right of the ball for $125.00 per <br />month, payable in advance and three-fourths of the heating, lighting and air- <br />conditioning bills. Commissioner Cook made motion to authorize the rental of <br />this space, but to look for another space. Motion seconded by Con%missioner <br />McClary and vote carried. <br /> <br />Mike Hunsuck and William Smith were appointed to the Regional Manpower <br />Advisory Committee as the CETA participant and business representative respectively. <br /> <br /> Lanier Watson, Administrator for the Piedmont Residential Developmental <br />Center, Inc. explained the purpose of the Center. The Center will serve <br /> <br />multi-handicapped children, from birth to eighteen years. The Center'requested <br /> <br />a $15,000 donation. <br /> <br /> <br />
