75 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br /> <br />session at the Courthouse in Concord, North Carolina on Thursday, September 8, 1977 <br />at 9:30 A.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The Reverend Garland Young, Pastor of Central United Methodist Church, <br /> <br />gave the invocation. <br /> <br /> Commissioner McClary made motion to approve the minutes of the last meeting. <br />Motion seconded by Commissioner Cook and vote carried. <br /> <br /> The franchised garbage haulers of Cabarrus County requested a rate increase <br />of 50¢ per month. Commissioner McClary made motion to increase franchised <br />garbage service 50¢ per month effective October 1, 1977. Motion was seconded <br />by Commissioner Hammett and vote carried. <br /> <br /> Upon motion of CommisSioner Milloway, seconded by Commissioner Hammett, <br /> <br />it is hereby ordered that Everett Calloway, as agent for Cabarrus County, is <br />hereby authorized and empowered to sign and execute all papers and documents <br />necessary in connection with the request made to the Division of Health Services, <br />North Carolina Department of Human Resources, and to perform othe~r acts that <br />are proper and necessary in connection with the operation of this project. <br />Acts of said person in behalf of said Cabarrus County are in all respects <br />validated, approved and confirmed. <br /> <br />Commissioner Cook made motion to appoint Mrs. Dale Nixon to the Jury <br />Commission. Motion was seconded by Commissioner McClary and vote carried. <br /> <br /> Commissioner Milloway made motion to appoint Miss Minnie Walker to serve <br /> <br /> on the Region "F" Aging Advisory Committee and to recommend to Centralina <br /> Council of Governments Mrs. R. W. Wilkerson's name as a prospective member <br /> for the council's appointment. Motion was seconded by Commissioner Hammett <br /> and vote carried. <br /> <br /> Mr. David Swain presented a proposal for a Section 8 multi-family housing <br /> complex for the elderly and handicapped. Mr. Lloyd Miller presented petitions <br /> signed by Royal Oaks residents in opposition to the project. Miller stated <br /> that there are no water or sewer facilities available to the property where <br /> the project is intended to be built. Commissioner Hammett made motion to <br /> notify U.S. Department of Housing and Urban Development that the Board is <br /> against the project with the information they have. These reasons being: <br /> there are no water or sewer facilities available; this is a single-family <br /> <br /> <br />
