8O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br /> at the Courthouse in Concord, North Carolina on Thursday, October 6, 1977 at <br /> 9:30 A.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> The Reverend Leslie Parrish of Southside Baptist Church gave the invocation. <br /> UPON MOTION of Commissioner Hammett, seconded by Commissioner McClary <br /> <br /> and carried, the minutes of the September meetings were approved. <br /> <br /> Mr. E. C. Cook, Chairman, Cabarrus County Airport Authority, gave a brief <br /> report on the reduced estimate for the construction of an airport. <br /> <br /> Bill Stamper, with Talbert, Cox and Associates, explained how the site was <br /> selected. Certain criteria must be met to meet FAA approval, and these have <br /> been considered. The estimated cost for the initial development of an airport <br /> at Site #5 is $1,516,700 of which 95% could be funds received from state or <br /> federal grants. David Holding stated that there was a definite need for an <br /> airport in the County and that the County would profit from the construction <br /> of an airport. Citizens in the area selected as the best site voiced opposition. <br /> <br /> UPON MOTION of Commissioner McClary, November 15, 1977 at 7:00 P.M. in <br /> Courtroom #1 was designated as the time and place for a public hearing on the <br /> construction of an airport in Cabarrus County. Motion seconded by Commissioner <br /> Milloway and vote unanimously carried. <br /> <br /> Sarah Walker, Social Services Board Chairman, and Frances Long, Director <br /> <br /> of Social Services, requested approval to apply for and use $77,806 in federal <br /> funds to operate a Day Care Center. Upon motion of Commissioner Hammett the <br /> <br />* project was approved for one year and at that time the project will be reviewed <br /> to see whether it is working. Motion seconded by Commissioner Cook. Voted yes- <br /> Commissioners Hammett and Cook; voted no - Chairman Hawfield, Commissioners <br /> McClary and Milloway. <br /> <br /> UPON MOTION of Commissioner Cook, the following amendments were made to the <br /> Community Development Program (Bethel Community Booklet): <br /> <br /> The following words, phrases and their definitions used in administering the <br /> Community Development Program. <br /> 1. Owner (s)/Occupant (s) - A person or persons who have legal ownership of <br /> said home and resides in same. <br /> 2. Ownership - A person or persons whom, by law, have title or deed to any <br /> property either real or personal. <br /> 3. Immediate Family - A spouse and any children born in wedlock of said homeowner. <br /> 4. Homeowner - A person or persons whom, by law, have title or deed to a <br /> dwelling unit used for residential purposes. <br /> <br /> REVISE TO READ: Page #4 <br /> <br /> #12. In cases where there is joint ownership, the entire income of all owner <br /> occupants, except as specified above, and except in the case of heirs <br /> property where no income is provided by heirs other than the residents <br /> and 25% of the income of owners who do not reside in the dwelling in <br /> question must be considered with regard to the eligibility for Rehabilita-~ <br /> tion Aid. <br /> <br /> Motion seconded by Commissioner Hammett and vote unanimously carried. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Cook and <br /> unanimously carried, the Parking Lot Ordinance adopted on January 6, 1977 is <br /> hereby amended to provide that parking spaces are reserved as follows: <br /> <br /> * corrected - change was to b__e, should read project be approved <br /> <br /> <br />
