in accordance with the U. S. Equal Employment Opportunity Commission's
Guidelines on Discrimination Because of Sex, "disabilities caused or contributed
to by pregnancy, miscarriage, abortion, child-birth, and recovery therefrom" are
temporary disabilities and should be treated as such for all job related
purposes. Leave policies shall be applied to disabilities caused by pregnancy
on the same terms and conditions as they are applied to other temporary
disabilities.

A pregnant employee is entitled to use all paid leave which she has
accumulated (sick, annual or a combination of both types) for maternity reasons.
If additional leave is desired, it may be granted without pay. The point at
which maternity leave should begin and the proper time for the employee to
return to work after delivery are a matter for the employee and her physician
to determine.

At a reasonable time prior to her absence for maternity reasons, the
employee should indicate to her supervisor and/or the CETA Administrator whether
or not she intends to resume her employment with the organization.

Section 9. Goals and Timetables

Immediate action should be taken to assure that salaries and benefits are
the same for all employees who perform substantially similar work. In addition,
neither age, sex, race, religion, national origin, or physical handicap shall
be a factor in placing employees in jobs with different pay levels or opportu-
nities for advancement.

Long range goals should also be established to eliminate employment
discrimination. Annual targets should be set, based upon anticipated turnover,
expansion or contraction and availability of qualified persons. Similar
considerations shall be aimed at increasing the number of employees in the
groups identified as under-represented in each major job description.

UPON MOTION of Commissioner Milloway, seconded bY Chairman Hawfield and
carried, the following resolution was adopted:

WHEREAS, transportation services and facilities are vital to the social,
environmental and economic well-being of all people and their institutions; and
WHEREAS, highways~are an essential element of the transportation network
which serves the needs of all people; and
WHEREAS, North Carolina's 75,000 miles of state-maintained roadway have
some pressing needs for construction, improvements and relocation of roads,
bridges and other highway facilities; and
WHEREAS, highway construction costs are increasing while anticipated gas
tax revenues, which support highway trust funds, have leveled off,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of
* Cabarrus County joins Governor James B.
