87 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular session <br />at the Courthouse in Concord, North Carolina on Thursday, November 10, 1977 at <br />9:30 a.m. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Marcelle Milloway <br /> Absent - Commissioners: John A. Hammett <br /> Troy R. Cook <br /> The Reverend Fred J. Harmon of Bayless Memorial Presbyterian Church gave <br /> <br />the invocation. <br /> <br /> The minutes of the October 6 meeting were corrected. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner McClary and <br />carried, the minutes of the October 6 and 18 meetings were approved. <br /> <br /> Gil Johnson, with Sherr~l and Smith, CPA's, presented the audit report for <br /> <br />the fiscal year ending June 30, 1977. <br /> <br /> The public hearing for the creation of a housing authority failed to be <br />advertised. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner McClary <br /> <br />and carried, the public hearing will be held on December 8, 1977. Chairman Hawfield <br />reported on a meeting which he and County Manager Charles McGinnis had attended. <br />The Concord Housing Authority and HUD were also present. HUD asked if the <br /> <br />Concord City Housing Authority, since the County does not have a housing authority, <br /> <br />would consider completing West Green, a public housing complex in Kannapolis. If <br />neither the County nor the City wishes to complete the project, it would be <br />auctioned to private industry. <br /> UPON MOTION of Commissioner McClary, seconded by Commissioner Milloway and <br />unanimously carried, the following resolution was adopted: BE IT RESOLVED by <br />the Board of Commissioners of Cabarrus County that, subject to the approval of <br /> <br />the Department of Revenue, a permanent listing system for real property is hereby <br />installed in Cabarrus County under the provisions of North Carolina General <br />Statute 105-303 (b). <br /> <br /> Emergency Services Director, Bud Richards, reported that the persons who <br /> <br />were to present the Crisis Relocation Planning Program could not be present. <br /> <br />They are in western North Carolina trying to assess flood damage. <br /> <br /> UPON MOTION of Commissioner McClary, seconded by Commissioner Milloway and <br />unanimously carried, the following Jail Health Program was adopted as presented <br />by Health Director Albert Klimas and Sheriff J. B. Roberts: <br /> <br />CABARRUS COUNTY JAIL HEALTH PROGRAM <br /> <br />The Cabarrus County Health Department will begin providing services to the Cabarrus <br />County jail on November 1, 1977. <br /> <br /> The goals of this program are: <br /> <br /> 1. assessment of prisoner health problems <br /> 2. prevention of communicable disease outbreaks in the jail <br /> 3. early detection of diseases or conditions requiring additional <br /> medical care <br /> 4. documentation of health needs of a population not currently <br /> receiving routine primary health care <br /> <br />The mechanism for the attainment of these goals will be health screening clinics <br />conductedby Physician Extenders employed at the Health Department. Health <br />~screening clinics will be held on Monday, Wednesday, Friday from 8:00 A.M. to <br />9:00 A.M. in the sick call room at the county jail. Routine screening will be <br />provided on admission for all prisoners remanded to the county jail to serve <br />sentences. Other residents, including those who are being held for court <br />hearings, will be provided screening services appropriate to their health <br />complaints. <br /> <br /> <br />
