Screening procedures to be done on site at the jail include; <br /> <br /> 1. admission history <br /> 2. vital signs (temperature, pulse, respiration) <br /> 3. blood pressure <br /> 4. veneral disease tests for gonorrhea and syphilis <br /> 5. tuberculosis skin test <br /> 6. urinalysis for protein and glucose <br /> 7. assessment of nutritional status <br /> 8. assessment of socio-emotional status <br /> 9. assessment of prisoner's health complaints <br /> 10. CBC and blood sugars as indicated <br /> 11. pap smears for women <br /> 12. breast exams for women <br /> 13. pregnancy testing as indicated <br /> 14. family planning counseling as indicated <br /> 15. hematocrit <br /> 16. sickle dex <br /> <br />Prisoners with abnormal findings detected via screening procedures will be <br />referred for physician care. <br /> <br />For services outside the routinely schedules health screening clinics, county <br />jail personnel may bring prisoners to the health department late afternoon <br />sick call clinics. Appointments for these visits will be made with the <br />designated health department clerical staff. Evening, Weekend, and holiday <br />services will be obtained at the Cabarrus Memorial Hospital Emergency Room. <br /> <br />Prisoners whose complaints the health department Physician Extender cannot <br />treat will also be referred to the emergency room. <br /> <br />Patient educations and inservice education of jail personnel related to health <br />care matters will be accomplished as a part of this Jail Health Program. Group <br />inservice education sessions for jail personnel will be provided as needs are <br />identified. <br /> <br />Evaluation of this program will be aimed at quality as well as quantity of <br />services rendered. Periodic evaluations to be done no less often than semi- <br />annually, will be a shared responsibility of the health department and the <br />county jail. Questions to be addressed will pertain to adequacy of hours and <br />personnel in health screening clinics, cost effectiveness of the program, and <br />need for levels of care other than screening. <br /> <br />Responsibilities of Cabarrus County Health Department: <br /> 1. provision of Physician Extender and/or nursing staff for clinic services <br /> 2. provision of written protocols for health screening clinics <br /> 3. provision of patient record forms <br /> 4. provision of supplies for communicable and chronic disease screening <br /> 5. data collection regarding services rendered <br /> 6. health education for patients and jail personnel <br /> 7. development of evaluation tools <br /> <br />Responsibilities of Cabarrus County Jail: <br /> 1. provision of attendants for male and female prisoners during clinic <br /> sessions <br /> 2. prOvision of secure environment for health department personnel and <br /> all health care supplies and equipment <br /> 3. provision of expendable supplies <br /> 4. provision of clinic room equipment <br /> 5. transportation of prisoners to emergency room, physician office, or <br /> health department as needed <br /> 6. participation in periodic evaluation <br /> 7. participation in inservice education efforts <br /> <br /> UPON MOTION of Chairman Hawfield, seconded by Commissioner Milloway and <br />carried, a budget amendment to increase Federal Revenue Sharing Trust Fund grants <br />by $30,000 to be transferred to Capital Projects Fund for renovation of <br />Building C was approved. <br /> Architect George Griffin presented the following bid tabulation for renovation <br /> <br />of Building C: <br /> <br /> General Contractor <br /> <br /> T.
