Chairman Hawfield reported that he had <br /> talked with Concord Mayor McEachern several times and at the <br /> present time felt this would be the best working relationship. <br /> <br /> A letter from Children By Choice, Planned Parenthood of <br /> Greater Charlotte was discussed. It was pointed out that federal <br /> funds are no longer available for abortions and the letter urged <br /> each county to fund abortions for Medicaid and Title XX eligible <br /> women. No action was taken. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner <br /> Cook and carried, Community Development was appointed as the agencY <br /> to handle the Emergency Energy Conservation Program. <br /> <br /> Community Development Coordinator, Frank Roberts, asked if <br /> <br /> the county would be willing to explore the possibility of finishing <br />* construction on the Westgreen Apartments. The Board felt this <br /> <br /> would be in reverse of the decision they just made on the latest <br /> housing project for elderly and handicapped proposed for the <br /> Kannapolis area. ~ <br /> <br /> The following Executive Summary was added to the Overall <br /> Economic Development Plan: <br /> <br />EXECUTIVE SUMMARY <br /> <br />HUMAN RESOURCES <br /> <br /> Cabarrus County had a 1970 population of 74,629. The <br /> <br /> County's labor force totaled 37,890 of which 37,250 were employed <br /> and 640 unemployed. However, the latest population estimate for <br /> Cabarrus was 82,'800 while the 1977 figures obtained from the <br /> North Carolina Employment Security Commission indicate that the <br /> total labor force has increased to 38,141 with the absolute <br /> employment figure declining to 36,271 and the unemployment figure <br /> increasing to 1,870. This trend indicated that although the <br /> County's labor force is expanding, the employment opportunities <br /> for the population are decreasing as revealed by the decreasing <br /> employment figure and increasing unemployment figure.
