219 The Board of Commissioners for the County of Cabarr- us, North Carolina, met in special session at the Court- house in Concord, North Carolina on Thursday, September 28, 1978, at 7:30 P.M. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett Marcelle Milloway Troy R. Cook Chairman Hawfield called the meeting to order and stated that this was the time and place set for a public hearing regarding the adoption of the proposed Subdivi- sion Ordinance for Cabarrus County. Introduced were the members of the Subdivision Advisory Committee as follows: Boyce Jenkins Allan Miles Gene Holbrook Ty Harward Bernard Dayvault Chairman Hawfield also recognized the members of the Cabarrus County Planning Board as follows: Chairman: Cynthia L. Bostick Billy D. Plummer Blake H. Allen Ben A. Shue John H. Cline Chairman Hawfield stated that the purpose of the me- eting was to give citizens an opportunity to make state- ments regarding the proposed Subdivision Ordinance. He set the rules for the meeting and recognized anyone who would like to speak on the proposal. Mr. Allan Miles, President of the Concord-Kannapolis Board of Realtors, stated that the Board of Realtors en- dorsed the Ordinance but that they would like to request a delay in putting the Ordinance into effect for six months. Mrs. Cary White requested immediate enactment of the Ordinance. Mr. Alfred Brown, Vice-President of the Cabarrus County Home Builders Association, stated that the HBA endorsed the Ordinance but requested some kind of grace period before enforcement of the Ordinance. Mr. Carlyle Rutledge, a Kannapolis realtor, favored the Ordinance but was of the opinion that it was not necessary to have hardsurface roads. He requested some leeway for subdivisions in the planning stage at this time.
