219 <br /> <br /> The Board of Commissioners for the County of Cabarr- <br /> <br />us, North Carolina, met in special session at the Court- <br />house in Concord, North Carolina on Thursday, September <br />28, 1978, at 7:30 P.M. <br /> <br /> Present - Chairman: S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Milloway <br /> Troy R. Cook <br /> <br /> Chairman Hawfield called the meeting to order and <br />stated that this was the time and place set for a public <br />hearing regarding the adoption of the proposed Subdivi- <br />sion Ordinance for Cabarrus County. Introduced were the <br />members of the Subdivision Advisory Committee as follows: <br /> <br /> Boyce Jenkins Allan Miles <br /> Gene Holbrook Ty Harward <br /> Bernard Dayvault <br /> <br /> Chairman Hawfield also recognized the members of the <br /> Cabarrus County Planning Board as follows: <br /> <br /> Chairman: Cynthia L. Bostick <br /> Billy D. Plummer Blake H. Allen <br /> Ben A. Shue John H. Cline <br /> <br /> Chairman Hawfield stated that the purpose of the me- <br /> eting was to give citizens an opportunity to make state- <br /> ments regarding the proposed Subdivision Ordinance. He <br /> set the rules for the meeting and recognized anyone who <br /> would like to speak on the proposal. <br /> <br /> Mr. Allan Miles, President of the Concord-Kannapolis <br /> Board of Realtors, stated that the Board of Realtors en- <br /> dorsed the Ordinance but that they would like to request <br /> a delay in putting the Ordinance into effect for six months. <br /> <br /> Mrs. Cary White requested immediate enactment of the <br /> Ordinance. <br /> <br /> Mr. Alfred Brown, Vice-President of the Cabarrus County <br /> Home Builders Association, stated that the HBA endorsed the <br /> Ordinance but requested some kind of grace period before <br /> enforcement of the Ordinance. <br /> <br /> Mr. Carlyle Rutledge, a Kannapolis realtor, favored <br /> the Ordinance but was of the opinion that it was not <br /> necessary to have hardsurface roads. He requested some <br /> leeway for subdivisions in the planning stage at this time. <br /> <br /> <br />
