220 <br /> <br /> ~Ms. Kathelene Jones favored standard street signs, <br />paved roads, and requested a guarantee that the realtor <br />fulfill promises made to buyers. <br /> <br /> Mr. Ben Mayberry favored immediate enactment of the <br />Ordinance. It was Mr. Mayberry's desire that developers <br />of existing subdivisions be required to fulfill promises <br />made to buyers. <br /> <br /> Commissioner Milloway asked if the Subdivision Or- <br />dinance was retroactive to include existing subdivisions. <br />Mr. Jack Alston, County Planner., stated that Ordinance <br />regulations would apply only to those platts which had not <br />been recorded prior to adoption of the Ordinance. <br /> <br /> Mr. E.H. White requested a rule that realtors be re- <br />quired to file with the Planning Commission before they <br />are allowed to open their subdivisions. <br /> <br /> Mr. Manuel Kiser asked for the definition of a "sub- <br />division". Chairman Hawfield read the definition from <br />the proposed Ordinance. Mr. Kiser questioned land which <br />was owned by one person who decided to divide his land and <br />give it to his heirs. Mr. John Boger, County Attorney, <br />stated that this was a question of "purpose of sale" and <br />would have to be decided upon by the C0u~ts. Commissioner <br />Milloway questioned if this would not set a precedent. <br />Mr. Boger answered that the Commissioners would make de- <br />cisions on each case based on "its own merit". <br /> <br /> Chairman Hawfield commended the Planning Board <br /> <br /> and the Advisory Board for the excellent job that they <br /> had done in preparing the Ordinance and recognized Mr. <br /> Dave Roberts, Engineer for the Cabarrus County Health <br /> Department, for his work with both Boards. <br /> <br /> In response to a question concerning replacement <br /> <br /> or up-keep of non-standard signs, Mr. Alston stated that, <br /> if money is appropriated, then non-standard signs will <br /> be replaced by standard signs when the non-standard signs <br /> need to be replaced. <br /> <br /> <br />
