249 <br /> <br />!0. Developer or Subdivider: Any person, firm, or cor- <br />poration who subdivides or develops any land deemed to <br />be a subdivision, as her~in defined, as a business <br />venture. <br />11. Double or Reverse Frontage Lot: A continuous lot <br />which fronts upon and has access from the right-of-way <br />of more than one street or road which does not inter- <br />sect adjacent to the lot. <br />12. Health Department: Health Department shall mean <br />the Cabarrus County Health Department and/or the related <br />state agency. <br />13. Lot: A portion of a subdivision, or any other parcel <br />of land intended as a unit for the transfer of ownership <br />or for development or both. <br />14. Lot Depth: The mean horizontal distance between front <br />and rear lot lines. <br />15. Lot Width: The distance between side lot lines <br />measured at the front yard building line. <br />16. Park and Recreation Commission: Park and Recreation <br />Commission shall mean the Cabarrus County Park and Re- <br />creation Commission. <br />17. Planned Multi-family Development: A planned multi- <br />family development is a group of two or more multi-family <br />buildings or three or more duplexes, established in a <br />single development tract, having unified design of build- <br />ings and coordinated organization of open space and ser- <br />vice areas, and developed in accordance with an approved <br />site plan. <br />18. Planned Unit Development: An area of land, control- <br />led by land owner, to be developed as a single entity <br />for a number of dwelling units, commercial buildings, <br />industrial uses, parks, etc. <br /> 19. Plat: Includes the terms map, plan, plat, replat, <br />or replot; a map or plan of a tract or parcel of land <br />which is to be, or which has been subdivided. <br />20. ReSerVation: ~ Withholding a parcel of land from <br />development for a stated period of time for the pur- <br />pose of making the land available for public acquisi- <br />tion at a later time. <br /> 21. School Board: School Board shall mean the Cabarrus <br /> County Board of Education or the Kannapolis City School <br /> Board of Education. <br /> 22. Streets: <br /> (a) Public Streets: Dedicated and accepted public <br /> rights -of-way which are designed for the move- <br /> ~ ment of vehicular traffic and which afford the <br /> principle means of access to abutting pro- <br /> perties. The terms road and highway are <br /> included. <br /> (b) Private Streets: Private rights-of-way which <br /> are designed for the movement of vehicular <br /> traffic and which affords the principle means <br /> of access to abutting properties and is not <br /> dedicated for public use. The terms road <br /> and highway are included. The streets shall <br /> be privately maintained. <br /> 23. Street Right-of-way: Street right-of-way shall mean <br /> any public right-of-way or private right-of-way set <br /> aside for public travel or private travel. <br /> 24. Surface Drainage: A drainage system consisting of <br /> culverts and open ditches. <br /> Section C. Word Interpretation <br /> 1. For the purpose of this ordinance, certain words <br /> shall be interpreted as follows: <br /> (a) The present tense includes the future tense <br /> <br />(b) <br /> <br />(c) <br />(d) <br />(e) <br /> <br />and future tense includes the present tense. <br />The singular number includes the plural number <br />and the plural number includes the singular <br />number. <br />The words "s'hould" and "may" are permissive <br />The words "shall" and "will" are mandatory. <br />The word "building" includes the word "structure" <br /> <br /> <br />
