260 The Board of Commissioners of the County of Cabarrus, North Carolina, reconvened the regular session of October 5, 1978, at the County Courthouse in Concord, North Carolina, the regular meeting place, at 4:00 P.M. on October 16, 1978, pursuant to Motion of Adjourn-~ ment adopted on October 5, 1978. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett Marcelle Milloway Troy R. Cook Chairman Hawfield stated that the purpose of this adjourned meeting was to award the cablevision franchise to one of the four companies which had submitted proposals. They were: Cable Vision Communications, Inc. Tar River Cable TV, Inc. American Television and Communications Corporation Concord-Kannapolis Broadcasting Company Chairman Hawfield introduced Mr. Harold McEachern, Mayor of Concord; Mr. Jerry Gwaltney, Concord City Manager; and the City of Concord Board of Aldermen as requesting to hear presentations from Concord-Kannapolis Broadcasting Company and American Television and Communications Corporation. Mr. Webster Medlin represented Concord-Kannapolis Broadcasting Company in making their presentation of the company's goals and ob- jectives if awarded the cablevision franchise. Mr. Fletcher Hartsell spoke for the American Television and Communications Corporation to state advantages of awarding the fran- chise to them. A lengthy question and answer period followed with Commissioners and members of the audience questioning the applicants as to services rendered, costs to consumers, and organization and operation of cablevision companies. UPON MOTION of Commissioner Hammett, seconded by Commissioner McClary with Commissioner Milloway voting "No" and Commissioner Cook abstaining, the Board moved to award the following cablevision fran- chise to Vision Cable Communications, Inc: WHEREAS, the Board of Commissioners for Cabarrus County has adopted an ordinance entitled "An Ordinance Providing for the Grant of a Franchise for the Construction, Operation, Maintenance, and Regulation of a Cable Television System", and, WHEREAS, the Board of Commissioners desire to enter into a franchise agreement and grant a franchise to Vision Cable Communica- tion, Inc.
